CLOSELY MONITOR THE MARKET AND COMMODITY PRICES

Based on the review of reports from the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy, the agencies of the Provincial People's Council, relevant agencies and the discussion opinions of the Provincial People's Council delegates, the Provincial People's Council assessed the socio-economic situation in the first 6 months of 2022, in the context of the complicated developments of the Covid-19 pandemic in the first months of the year, the situation of input prices, especially the high price of gasoline and oil, has greatly affected production, business activities and people's lives.

However, with the leadership and direction of the Party Committee and government, the synchronous participation of the entire political system, the support and efforts of all classes of people, the implementation of goals and tasks has achieved many positive results.

However, the socio-economic situation of the province still has many difficulties and challenges. Compensation, site clearance and progress of some projects are still slow compared to requirements. The disbursement rate of public investment capital is low. State management in some areas is still limited.

Along with implementing the tasks and solutions set out at the beginning of the year, especially Resolution No. 54/NQ-HDND dated December 9, 2021 of the Provincial People's Council on the socio-economic development plan for 2022; resolutions and directives and documents of the Government and the Prime Minister, the Provincial People's Council has emphasized 10 key groups of socio-economic tasks in the last 6 months of 2022 that all levels and sectors need to focus on directing and implementing synchronously and drastically.

Chief of Office of the Delegation of National Assembly Deputies - People's Council of Nghe An province Bui Duy Son presented the draft Resolution on implementing tasks for the last 6 months of 2022.

Accordingly, it is necessary to accelerate the progress of building, submitting for approval, and implementing key programs and projects under the Action Program to implement resolutions of Party congresses at all levels and resolutions of the Central and the province. In particular, coordinate with the Central Economic Committee and relevant ministries and branches to focus on preparing well the contents of summarizing 10 years of implementing Resolution No. 26NQ/TW dated July 30, 2013 of the Politburo according to the set plan; summarizing the implementation of Resolution No. 39-NQ/TW dated August 16, 2004 of the 9th Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions until 2010.

The Provincial People's Council also requested to urgently complete the draft Provincial Planning Report for the period 2021 - 2030, with a vision to 2050, to submit to competent authorities for appraisal and approval to ensure quality and progress; at the same time, actively deploy and accelerate the progress of planning for construction of the district area; continue to direct the implementation of the Project to expand the administrative boundaries and urban space of Vinh city; the project to adjust and expand the Southeast Economic Zone.

The second group of tasks is to accelerate socio-economic recovery and development; to achieve the highest targets and economic growth scenarios in 2022. In particular, focusing on synchronously, drastically and more effectively implementing Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-economic Recovery and Development Program and implementing Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program.

The Provincial People's Council requested to review tasks and solutions for the last 6 months of the year to proactively direct flexible implementation, suitable to the actual situation; grasp and specifically assess difficulties and obstacles to promptly resolve and remove them for businesses and people, especially projects that create momentum, projects that use a lot of labor in the Southeast Economic Zone, industrial parks and industrial clusters.

Along with that, continue to implement the plan to restructure Nghe An's agricultural sector for the period 2021 - 2025; deploy solutions to promote consumption and export of agricultural products, especially agricultural products in harvest season; proactively update scenarios and plans to prevent and fight forest fires and natural disasters in 2022, complete the target of building new rural areas in 2022;...

In particular, it is necessary to closely monitor the market and commodity prices to have timely solutions to ensure supply-demand balance, appropriate price stabilization; ensure the circulation of goods, promote trade, and sustainable import and export. Focus on and proactively deploy solutions to ensure adequate electricity supply for production and daily life, especially during the peak hot season.

Strengthen the fight against smuggling, trade fraud, and counterfeit goods; strictly handle violations according to regulations; focus on implementing e-commerce development plans, supporting and promoting product brands, supporting the search for product consumption markets, especially OCOP products and typical rural industrial products;...

Perform well the task of budget collection, strive to complete the 2022 budget collection estimate at the highest level. Strengthen tax inspection and examination, handle tax arrears; detect and strictly handle cases of incorrect, incomplete declarations, and tax fraud. Strictly manage budget expenditures to ensure savings, efficiency, and compliance with regulations. Proactively balance resources to ensure adequate expenditures for social security work, disease prevention, natural disasters, storms and floods. PROMOTING DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL

The Provincial People's Council also emphasized the goal of drastically and effectively implementing solutions to promote disbursement of public investment capital and effectively implementing national target programs. In particular, continuing to strictly implement solutions to promote disbursement of public investment capital according to the direction of the Government and the Prime Minister. Further strengthening the role and responsibility of the head. Focusing on accelerating the recovery of advanced capital, handling the backlog of completed projects that have not been settled in accordance with regulations.

Focus on leadership and direction more strongly to speed up compensation and site clearance work. Improve the quality of bidding work, especially online bidding to ensure publicity and transparency, and select contractors with sufficient capacity and conditions to implement the project. Review disbursement capacity, resolutely transfer capital plans from slow-disbursement projects to projects with good disbursement progress, effective projects that lack capital to ensure disbursement of all allocated capital.

On the other hand, continue to strongly improve the investment and business environment; support and resolve difficulties and obstacles for businesses through effectively implementing projects to improve the investment and business environment, enhance the efficiency of attracting investment in Nghe An province in the period of 2021 - 2025; project to develop Nghe An enterprises until 2025; promote more drastically to review and remove barriers and obstacles hindering production and business activities; all levels, sectors and localities proactively contact, grasp and have practical and specific solutions to support the removal of difficulties and obstacles for people and businesses.

Along with that, continue to support and urge to speed up the progress of procedures and implementation of investment projects, especially large projects in the Southeast Economic Zone and industrial parks. Focus resources and call for investment in building two infrastructure bottlenecks: deep-water port and Vinh airport. Develop and submit to the Provincial Party Standing Committee for consideration and promulgation of a specialized Resolution to handle suspended projects, slow-progress projects and projects using land for the wrong purpose in the province.

The Provincial People's Council also emphasized the development of cultural fields, ensuring social security; effectively implementing the work of resource management, environmental protection, natural disaster prevention, climate change response; improving the effectiveness and efficiency of state management, promoting administrative reform and digital transformation; strengthening inspection work, handling complaints and denunciations; ensuring national defense and security; effectively implementing foreign affairs activities; strengthening information and propaganda direction to contribute to creating social consensus.

To effectively implement the goals and solutions in the last 6 months of 2022, as well as the whole year of 2022, the Provincial People's Council assigned the Provincial People's Committee to organize the implementation of this Resolution; The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Provincial People's Council Delegation and Provincial People's Council delegates supervise the implementation of this Resolution.

The Fatherland Front Committee and socio-political organizations supervise and mobilize all classes of people to implement the Resolution of the Provincial People's Council. The Provincial People's Council calls on all classes of people, armed forces, sectors, levels and socio-political organizations to strive to compete to successfully complete the socio-economic development plan and the state budget estimate for 2022./.
