(Baonghean) - The treatment of rural household waste in Yen Thanh district has long been facing many difficulties. Recently, the district has invested in a number of incinerators and has shown effectiveness.

Efficiency from incinerators
With the support of the State budget, since January 2019, Van Thanh commune (Yen Thanh) has put into use a household waste incinerator worth 3.6 billion VND. The incinerator covers an area of ​​1 hectare, with an operating capacity of 300 kg of waste/hour. The incinerator is located far from residential areas, outside the fields to minimize pollution. Since its operation, the incinerator has been effective.
Mr. Nguyen Van Hoanh - Member of the Board of Directors - Van Thanh Agricultural and Rural Development Cooperative said: The incinerator is assigned to the Cooperative for management and operation, waste in residential areas is collected by the Cooperative by trucks and brought to the incinerator for treatment. Each day, 2-3 tons of waste are treated, the incinerator system is quite modern, using self-heating technology to burn the furnace, not depending on other energy sources, minimizing toxic emissions into the environment.

Ms. Nguyen Thi Thu in Van Thanh commune (Yen Thanh) commented: Since the incinerator has been put into operation, illegal dumping and littering in the area have significantly decreased. Households collect waste at the gate and alley, so the garbage collection vehicle comes to collect the waste, so the village is very clean, not polluted like before. The waste collection fee is paid according to regulations at 6,000 VND/person/month.

However, there are still difficulties in waste treatment, such as waste that has not been classified by people, so it takes a long time to burn. Therefore, in parallel with waste treatment, the Party Committee and People's Committee of Van Thanh commune have stepped up propaganda and mobilized people and businesses to limit the purchase of items with many non-recyclable components; not to dump or burn waste indiscriminately; to pay collection fees and organize classification.

The incinerator in Minh Thanh commune has just been put into operation for 2 months but has proven effective. Mr. Tran Khanh Tung - Chairman of the People's Committee of the commune said: Previously, waste was mainly treated by landfill, now there is an incinerator that can incinerate 1-2 tons of waste/day to ensure environmental hygiene and is supported by the people. The capacity of the incinerator in the commune is 350 tons/hour, so it can receive more household waste from Ly Thanh, Tay Thanh and Thinh Thanh communes.

Mr. Nguyen Duc An - Head of the Department of Natural Resources and Environment of Yen Thanh district added: Since 2016, the district has organized a number of delegations from communes to visit waste incinerators in the northern provinces. The advantages as well as the organization, management and operation of the waste incinerator here are also suitable for the conditions of Yen Thanh district. Through understanding, most people have realized the benefits of the incinerator. Therefore, from 2018 to now, combining State capital sources, Yen Thanh district has deployed the construction of 3 incinerators to treat domestic waste in Van Thanh, Minh Thanh and Tang Thanh communes.

Rural waste remains a problem

The amount of waste in Yen Thanh district is quite large every day, however, for a long time there has been no centralized waste treatment area, so many communes mainly treat it by landfill. For example, in Yen Thanh district town, there are 5,400 people (1,300 households), many restaurants, markets, commercial services, small-scale industrial zones, the monthly amount of waste is from 40-50 tons of all kinds of waste. To treat waste, Yen Thanh town hires a transportation unit to collect waste and gather it for burial in a field area far from residential areas.

In the long term, burying household waste is not good, affecting the environment. Because the town has no place to build an incinerator, the current solution is that the town People's Committee is submitting to the higher level to request permission to collect and bring waste to the incinerator in Tang Thanh commune for processing, because the capacity of the incinerator in Tang Thanh commune can meet the demand, and the location of the incinerator is adjacent to Yen Thanh town, so it is very convenient.

Another difficulty in waste treatment in Yen Thanh is that in addition to hiring transport units to collect waste and transport it to Nghi Yen waste treatment plant (Nghi Loc), waste collection is not timely, leading to many remaining landfills being gathered in communes, causing unsightliness and environmental pollution. Not to mention the low rate of household waste collection in rural areas, and the low efficiency of solid waste treatment.

To improve the efficiency of domestic waste treatment, in the coming time, Yen Thanh district is focusing on promoting communication activities on local radio stations about waste collection, environmental protection, and encouraging activities to classify solid waste at source. Strengthen inspection, examination, and handling of violations in solid waste management at production and business establishments, market areas, and solid waste collection and treatment activities. Reform administrative procedures in handling investment procedures for solid waste treatment projects, promulgate and guide preferential policies on tax, land, and finance for organizations and establishments investing in the construction of waste treatment facilities using advanced technology, and limiting landfills.
