The Central Appraisal Council unanimously approved the commune merger plan in Nghe An.
(Baonghean.vn) - The Central Appraisal Council chaired by the Ministry of Home Affairs has appraised the commune merger plan in Nghe An and basically agreed to approve it, only needing to edit and supplement some contents before reporting to the Government.
The above information was given by Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs at the online meeting between the Standing Committee of Nghe An Provincial Party Committee and the Standing Committee of the district, city, town Party Committee, and affiliated Party Committee on the implementation of tasks in the third quarter and the deployment of key tasks in the fourth quarter of 2019 on the morning of October 16.

The total number of commune-level administrative units (CAUs) that were reorganized in this phase in the province is 39; after the reorganization, there are 19 CAUs remaining (16 new units; 3 units with changes in natural area, population size and administrative boundaries). In total, Nghe An has reduced 20 CAUs at the commune level, leaving 460 CAUs at the commune level, including 411 communes, 32 wards and 17 towns.
However, in order to be able to merge commune-level administrative units, according to the roadmap after consideration, the Government will submit to the National Assembly Standing Committee at the end of October or early November for consideration and resolution to approve the merger of communes.
“In December 2019, there may be a resolution and the merger will begin. According to regulations, after the resolution of the National Assembly Standing Committee is issued, the merger must be organized within 60 days,” said the Deputy Director of Nghe An Department of Home Affairs.
Due to limited time, he suggested that the province direct relevant district and commune level Party committees and authorities to review all job positions, cadres, titles, qualifications, ages, etc. during this time. Then, it is planned in advance to arrange redundant cadres and cadres, transfer them to other jobs, and arrange them in suitable positions, etc.
From there, report to the Department of Home Affairs to advise the Provincial People's Committee, and at the same time coordinate with the Provincial Party Committee's Organizing Committee to arrange an appropriate number of staff.
Regarding this content, at the above online meeting, Nghe An Provincial Party Secretary Nguyen Dac Vinh requested the Department of Home Affairs to advise the Provincial People's Committee during the implementation process to ensure the fastest possible progress.
Relevant district levels proactively develop plans for commune-level administrative units expected to be merged, so that after the resolution is issued by the National Assembly Standing Committee, it can be implemented immediately.

Provincial Party Secretary: Need to have a specific plan for redundant staff after the merger
(Baonghean.vn) - During the implementation of the Project to merge commune-level administrative units, Nghe An Provincial Party Secretary Nguyen Dac Vinh requested that redundant cadres be handled with a specific plan, initially for the 9 districts with merged commune-level administrative units, and in the long term for other localities.
Regarding the merger of blocks, hamlets, and villages, Nghe An has 18/21 districts, cities, and towns that have had resolutions passed by the Provincial People's Council; and 3 districts: Ky Son, Tuong Duong, and Quy Hop are building plans to submit to the Provincial People's Council meeting at the end of this year.
The leader of the Department of Home Affairs said that the Provincial People's Committee has issued an official dispatch directing the merger of blocks and hamlets in 18 district-level units, accordingly, it is necessary to complete the following positions: block leader, head of the Front work committee, and party cell secretary. In the immediate future, temporary block, hamlet, and village executive committees will be appointed during this period and by early 2020, the completion will be through the election of village, hamlet, and village chiefs according to regulations.
