Nghe An Provincial People's Council finalizes plan to have 130 communes after merger
On the afternoon of April 28, at the 28th Session, the 18th Nghe An Provincial People's Council passed a Resolution approving the policy of rearranging commune-level administrative units in Nghe An province in 2025.

Implementing the Central Government's directive documents, Nghe An province has proactively focused on developing a project to rearrange commune-level administrative units in the province by 2025.
According to the arrangement plan submitted to the Provincial People's Council, the whole province currently has 412 commune-level administrative units (including 362 communes, 33 wards, and 17 towns). After the arrangement, Nghe An province has 130 commune-level administrative units (including 11 wards, 119 communes); a reduction of 282 commune-level administrative units (including 243 communes, 22 wards, and 17 towns), a reduction rate of 68.45%.
This plan was approved by 96.1% of voters. Voting results at People's Council meetings also showed a high consensus rate: 96.24% at the commune level and 95.53% at the district level.

The inspection report of the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to review and inspect to ensure the accuracy and consistency of data on natural area and population size of administrative units before and after the arrangement; the data is calculated up to December 31, 2024 as prescribed in Resolution No. 76/2025/UBTVQH15; at the same time, rearrange the presentation of the content of the arrangement of commune-level administrative units in Article 1 in a more reasonable manner.
In addition, the Provincial People's Committee is requested to continue to complete the Project on rearranging commune-level administrative units in Nghe An province in 2025 to submit to competent authorities after the Provincial People's Council passes the Resolution; at the same time, direct localities to pay attention to and do a good job of propaganda, orienting public opinion, creating consensus among the people in rearranging commune-level administrative units.

At the Provincial People's Council meeting, delegates all agreed that the number of commune-level administrative units after the arrangement would be 130; however, some delegates expressed concerns about the name and location of the new commune headquarters.
Speaking at the discussion on the draft Resolution, delegate Mong Van Tinh (Que Phong delegation) proposed a number of contents related to the location of the Party and government headquarters of the new Muong Quang commune based on the merger of 3 communes: Chau Thon, Cam Muon, Quang Phong (Que Phong district). Accordingly, the Party headquarters will be located in Chau Thon commune, while the government headquarters will be located in Cam Muon commune.

Delegate Chu Duc Thai - Head of the Culture - Social Committee of the Provincial People's Council (Dien Chau District Delegate Group) said: In 20 districts, cities, towns, there are 6 units naming new communes after historical and cultural places; the remaining localities basically name new communes and wards after the district name plus the serial number.
Delegates unanimously approved the draft Resolution to submit to competent authorities to ensure compliance with the prescribed time; at the same time, they requested the province to propose to the Central Government to allow the locality to continue reviewing and researching the naming of historical and cultural sites because there were still concerns from voters.

Delegate Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, Head of the National Assembly Delegation of the province (Nghi Loc District Delegation) commented that, up to this point, the development of the Project on rearranging commune-level administrative units in the province in 2025 has been implemented in accordance with the procedures, regulations, and naming principles of Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the rearrangement of administrative units in 2025; Decision No. 759/QD-TTg approving the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model.
However, regarding the names of the new communes after the merger, agreeing with the opinion of delegate Chu Duc Thai, delegate Vo Thi Minh Sinh proposed that the Provincial People's Council approve the project to submit to the Central Government on schedule; at the same time, during that time, continue to consider and research naming the new communes appropriately.

On behalf of the meeting chairman, directing this content, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council received and explained the contents of interest to the 3 delegates.
Regarding the opinion of delegate Mong Van Tinh, comrade Nguyen Nam Dinh said: The Resolution on approving the policy of rearranging commune-level administrative units in Nghe An province in 2025 only adjusts the contents on: the number of communes merged to establish new communes; area scale; population; adjacent to adjacent administrative units and names. The determination of the location of the headquarters of the Party and government agencies will be specifically regulated in the Project of the Provincial People's Committee. Therefore, it is recommended that the Provincial People's Committee consider the opinion of delegate Mong Van Tinh on the location of the headquarters of the Party and government agencies of the new Muong Quang commune.
Regarding the names of new commune-level administrative units, according to the opinions of delegates Vo Thi Minh Sinh and Chu Duc Thai, the Standing Vice Chairman of the Provincial People's Council agreed with the two delegates to approve the draft Resolution to complete the dossier to submit to the competent authority on schedule; at the same time, it will consider proposing a plan to name communes and wards according to place names to ensure consistency and conformity with the naming of communes in other localities nationwide.

With high consensus, 100% of delegates present voted to pass the Resolution on approving the policy of rearranging commune-level administrative units in Nghe An province in 2025.
According to the plan, the Provincial People's Committee will complete the Project dossier and submit it to the Ministry of Home Affairs before May 1, 2025. After that, the Ministry of Home Affairs will appraise and submit it to the Government to report to the National Assembly Standing Committee for consideration and approval before May 30, 2025.
