According to the program of the 2nd Session of the 15th National Assembly, on October 25, the National Assembly discussed online the draft Law amending and supplementing a number of articles of the Criminal Procedure Code and the draft Law on Insurance Business (amended).

Next, the National Assembly listened to the Chief Justice of the Supreme People's Procuracy give a speech explaining and clarifying a number of issues raised by National Assembly deputies. At the end of the morning session, the National Assembly discussed in groups the draft Law on Insurance Business (amended).

In the afternoon session, the National Assembly continued to discuss online the draft Law amending and supplementing a number of articles of the Law on Statistics. The Minister of Planning and Investment spoke to explain and clarify a number of issues raised by National Assembly deputies.

Previously, in the discussion session on the morning of October 24, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed online the work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control and law violations; enforcement of judgments; corruption prevention and control in 2021; and the Draft Resolution on organizing online court sessions.

At the discussion session, 42 delegates expressed their opinions and one delegate debated. The majority of delegates basically agreed with many contents in the reports and submissions of the Government, the review reports of the National Assembly's Judicial Committee and believed that the contents of the reports had been carefully prepared, seriously, and of high quality, comprehensively reflecting the results of all aspects of the sector's work. In addition, delegates also focused on giving opinions on the following specific contents:

Regarding crime prevention and law violations: Discussing at the meeting, delegates focused on assessing the situation of law violations and crimes in 2021 and forecasting the coming time; law enforcement in handling law violations and crimes in the field of traffic order and safety; prevention and combat of corruption crimes, murder crimes, child sexual abuse crimes, environmental crimes and violations related to the prevention and control of the COVID-19 epidemic; assessing the results of criminal case investigations; compliance with the provisions of the Criminal Procedure Code in investigation work; shortcomings and limitations in crime prevention and law violations and causes and solutions to overcome these in the coming time.

Regarding the work of the People's Procuracy: Delegates focused on giving opinions on the assessment of the exercise of the right to prosecute, supervise investigation, supervise the trial of criminal cases; on the quality of the arguments of the Procurators at court; the work of supervising the settlement of civil and administrative cases; the work of supervising the execution of judgments; on the settlement of petitions for review and retrial; on the achievements of the Procuracy in the past time and the limitations, causes, and solutions to overcome them in the coming time.

Regarding the work of the People's Court sector: Delegates' opinions focused on assessing the work of resolving and adjudicating criminal, administrative and civil cases; the work of reviewing and re-appraising cases; the work of resolving requests for application of administrative measures by People's Courts at all levels; the results achieved, limitations, causes and solutions to overcome them in the coming time. In addition, delegates suggested the need to increase investment in facilities for the courts and reduce the rate of annulling and amending judgments and decisions resolving administrative cases due to subjective reasons...

Regarding the execution of judgments: Delegates focused on assessing the direction and coordination of execution of judgments, especially the execution of complicated cases; shortcomings in the execution of death sentences; the work of compulsory execution of judgments and the settlement of complaints and denunciations in the execution of judgments; the situation of law violations in the execution of judgments; causes and solutions. In addition, some delegates said that for criminal cases related to corruption and the economic sector, it is recommended that the prosecution agencies promptly apply necessary measures such as seizure, temporary detention, attachment of assets, land, and freezing of accounts during the inspection, examination, audit, investigation, prosecution, and trial; promptly study and amend the provisions of the Law on Civil Judgment Execution for cases of entrusting the handling of assets when the judgment debtor has assets in many different localities to shorten the time and effectively handle the assets for execution of judgments.

Regarding anti-corruption work: Delegates' opinions focused on evaluating the work of propaganda, dissemination and education of laws on anti-corruption, promoting the role and responsibility of society in anti-corruption; the implementation of anti-corruption measures; inspection and examination work related to the prevention and control of the COVID-19 pandemic; the results of inspection, audit, settlement of complaints and denunciations contributing to the detection and handling of corruption; continuing to perfect the draft Law on Inspection (amended) and the Project on building a database on controlling assets and income of people with positions and powers; promoting the work of perfecting the institutions of socio-economic management and anti-corruption to gradually perfect the mechanism for preventing corruption.

Regarding the draft Resolution on organizing online court sessions: The delegates' opinions basically agreed with the Submission of the Supreme People's Court and the Verification Report of the National Assembly's Judicial Committee on the necessity of issuing the Resolution. Discussing at the meeting, the delegates focused on giving opinions on the conditions and resources to ensure the organization of online court sessions; the authority to issue the Resolution; the basis for issuing the Resolution according to the simplified procedure; at the same time, the delegates suggested that it is necessary to have strict regulations on the scope of application; it is necessary to pilot the organization of online court sessions for 3 years, then report to the National Assembly on the pilot results, and develop a roadmap to amend and supplement relevant laws to ensure the constitutionality and legality of the trial work.

During the discussion, Chief Justice of the Supreme People's Court Nguyen Hoa Binh, Minister of Public Security To Lam, Chief Prosecutor of the Supreme People's Procuracy Le Minh Tri, and Inspector General of the Government Doan Hong Phong explained and clarified a number of issues of concern to National Assembly deputies. In the afternoon, National Assembly deputies spent time studying documents.
