More than 300 commune police chiefs in Nghe An assigned to other jobs
(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee agreed on the policy of arranging 301 commune and town police chiefs to take up commune-level civil servant positions.
This is one of the contents of Notice No. 2167-TB/TU dated April 29, 2020 of the Provincial Party Standing Committee on the policy of arranging and assigning commune and town police chiefs to arrange regular police officers to take on the position of commune-level police chief in the province.
The Provincial Party Standing Committee assigned the Provincial People's Committee to direct the Department of Home Affairs and the Provincial Police to coordinate with relevant localities to implement this policy strictly, in accordance with the procedures and regulations of the Party and State, and to complete before May 15, 2020.

In particular, the Standing Committee of the Provincial Party Committee noted that districts, cities and towns should arrange and gradually reduce the number of commune-level civil servants to gradually implement the correct number as prescribed in Decree No. 34/2019/ND-CP; prioritize the arrangement of civil servant positions to cadre positions in places where there are vacancies, associated with the completion of personnel of organizations in the political system on the occasion of Party congresses at all levels for the 2020-2025 term; consider and arrange for vacant civil servant positions in other communes or consider transferring to higher-level cadre and civil servant positions (if qualified).
The content of Notice No. 2167 also noted that it is necessary to study and submit to the Provincial People's Council to amend and supplement Resolution No. 15/2019/NQ-HDND dated November 11, 2019 of the Provincial People's Council on support policies for cadres, civil servants, non-professional workers and other redundant subjects due to the arrangement of commune-level administrative units, merging hamlets, blocks and villages in Nghe An province for the number of cadres and civil servants redundant due to the implementation of the policy of arranging regular police officers to take on commune-level police positions and implementing Decree No. 34/2019/ND-CP of the Government.
Pursuant to Notice No. 2167-TB/TU of the Provincial Party Committee Standing Committee, on May 5, the Provincial People's Committee issued urgent Official Dispatch No. 2714/UBND-NC to the Department of Home Affairs; Provincial Police; District, City, Town Party Committees and People's Committees of districts, cities and towns requesting the implementation of the above policy.
In particular, the Provincial People's Committee assigned the People's Committees of districts, cities and towns to arrange all commune and town police chiefs to take on other commune-level civil servant positions such as: Office - Statistics; Justice - Civil status... to be completed before May 15, 2020; at the same time, to arrange and gradually reduce the number of commune-level civil servants to gradually implement the correct number according to the provisions of Decree No. 34/2019/ND-CP of the Government.
The Provincial People's Committee also requested the Standing Committees of district, city and town Party Committees to direct functional agencies to implement 4 contents:
- Prioritize the arrangement of civil servant positions to cadre positions in places where there are vacancies associated with the completion of personnel of organizations in the political system on the occasion of Party congresses at all levels for the 2020-2025 term (do not introduce the election of non-professional positions in communes where there are excess civil servants according to the provisions of Decree No. 34/2019/ND-CP of the Government).
- Temporarily suspend the recruitment of new commune-level civil servant positions; arrange, assign, and transfer civil servants to appropriate commune-level civil servant positions in each commune, town, and within the district, city, and town according to the provisions of Decree No. 34/2019/ND-CP.
- Propose to consider transferring commune-level cadres and civil servants to higher-level civil servant positions (if qualified).
- Resolve early retirement according to the provisions of Decree No. 108/2014/ND-CP; Decree No. 113/2018/ND-CP of the Government. Resolve retirement and termination of employment with one-time benefits according to the Law on Social Insurance.
