On March 18, more than 70 officers and soldiers of Hai Chau District Police (Da Nang) and Hai Chau 2, Phuoc Ninh, and Nam Duong wards suddenly surrounded the residential area of ​​Phuc "ly" and his accomplices, arrested 9 subjects illegally trading in drugs, and seized many related exhibits.

From 5:00 a.m., under the direct command of Lieutenant Colonel Dang Bao Tung - Deputy Chief of Hai Chau District Police, the police force secretly surrounded and approached the house of Phan Tuan Phuc (alias Phuc "ly", born in 1983) and his mother, Tran Thi Thanh (born in 1963, both residing at K572/140 Ong Ich Khiem) and the houses of other drug dealers in the alley 572 Ong Ich Khiem (Hai Chau 2 ward, Hai Chau district).

Located near the back of Phap Lam Pagoda, this is a small alley, divided into many branches connecting to alley 82 Nguyen Van Linh, alley 79 and alley 105 Nguyen Hoang with hundreds of "slum" houses. Drug dealers have houses next to each other, are related and keep many "antennas" to perform the task of keeping watch from afar.

“When customers come to buy drugs, the sellers will receive money and then deliver the corresponding amount of drugs by throwing them through the door or onto the street, not delivering the drugs directly. Previously, the District Police had deployed forces several times, but the watchdogs discovered and informed the drug dealers to stop selling drugs and close their doors to defend themselves,” said Lieutenant Colonel Doan Thi Kim Ngan, Captain of the Drug Crime Investigation Team of Hai Chau District Police.

With the determination to dismantle the complex illegal drug trading point of Phuc “ly” and his accomplices, this time the Drug Crime Investigation Team of Hai Chau District Police continued to develop a meticulous plan, reporting to the district leaders to mobilize all forces to coordinate to ensure a successful launch.

At around 8am the same day, some strangers entered alley 572 Ong Ich Khiem to buy heroin, and when they returned, they were arrested by the police.

Determining the right time, Lieutenant Colonel Dang Bao Tung ordered the blockade of Alley 572 Ong Ich Khiem and the connecting alleys, and quickly approached the four houses of the subjects in the case. The Fire Prevention and Rescue Police teams carried out the task of breaking the doors and locks so that other forces could raid.

The police force quickly controlled and continued to arrest 4 "drug dealers" who were involved in drug trafficking, including: Tran Thi Thanh, Nguyen Thi Ngoc Trinh (born in 1982, residing at house without number, K572 Ong Ich Khiem), Huynh Tan Luc (born in 1971, residing at 572/118 Ong Ich Khiem) and Mai Thi No (born in 1976, residing at 572/171 Ong Ich Khiem). As for Phuc "ly", he jumped from the 2nd floor to the corrugated iron roof of the adjacent level 4 house and escaped.

The houses where this group lived and hid drugs were extremely messy, shabby, and large in area... so searching took a lot of time and effort.

Initially, the police seized more than 100 packets of heroin that had been divided into small pieces, wrapped in foil, and some tools for using drugs.

At 4:00 p.m. the same day, Hai Chau District Police completed the search and brought the subjects back to headquarters to continue the fight.

Authorities searched the suspects' residence.

According to initial information, Phuc “ly” and her son are “big shots” in the police force’s professional records. Phuc is a drug addict who was sent to study and undergo rehabilitation at the 05-06 Vocational Education and Training Center (under the Department of Labor, Invalids and Social Affairs of Da Nang, located in Hoa Bac Commune, Hoa Vang District, Da Nang City) and was one of the subjects involved in inciting 164 students to escape in 2011.

Heroin was discovered and seized by the police during the search.

Tran Thi Thanh is a subject with many unclear economic signs related to illegal drug trafficking. In addition to the 3-storey house and some adjacent level 4 houses at alley 572 Ong Ich Khiem, Thanh also owns many valuable real estates on the frontage of Le Duan, Huynh Thuc Khang, Nguyen Truong To streets (Da Nang).
