Hung Nguyen: Many grassroots officials and civil servants work ineffectively

(Baonghean.vn) - The administrative apparatus at the commune and hamlet levels is still cumbersome; many commune-level officials and civil servants do not work effectively. At the hamlet level, there are only 400 people but up to 12 positions, causing waste of budget resources...

That was the reflection at the dialogue conference between the Standing Committee of Hung Nguyen District Party Committee with the Party cell secretaries and the Front working committees at the hamlet level, belonging to 5 communes: Hung Phu, Hung Khanh, Hung Chau, Hung Nhan and Hung Loi on the afternoon of September 22.

Many officials and civil servants work ineffectively.

With a democratic, frank, and responsible spirit, the conference heard 27 secretaries for the ministry and heads of hamlet organizations raise more than 50 pressing issues and shortcomings at the grassroots level.

Mr. Dau Van Ninh, Party Cell Secretary of Hamlet 5 (Hung Khanh Commune) said that when district-level cadres return to the grassroots level, they need to go to the hamlets and listen directly to the hamlet cadres and people to grasp the real situation at the grassroots level; only stopping to listen to the commune's report is not accurate, in reality there are many concerns that are not reflected to the district.

Mr. Ninh also pointed out the current situation, where cadres of the Fatherland Front and mass organizations are movement cadres, but they only sit at headquarters and do not directly work with the people to organize practical movements.

Also mentioning cadres, Mr. Ho Van Dao, Secretary of Party Cell 5 (Hung Phu Commune), raised the issue that the current apparatus at the commune and hamlet levels is still too cumbersome, with many cadres and civil servants "sitting around doing nothing" causing waste of the State budget spent on staff. For example, at the hamlet level today, the average hamlet has only 400 people but has up to 12 positions.

Worried about the fact that at each Party cell congress, hamlet chief election, and branch congresses, it is very difficult to find people to take on hamlet positions, Mr. Nguyen Huu Giam, Secretary of Party cell 5 (Hung Chau commune) recommended that Party committees at all levels should pay attention to building and creating a source of hamlet-level cadres; at the same time, he said that the reason for this situation is low salary and high work pressure; capable people do not want to work, and incompetent people want to work just to receive salary.

It is also the decline in leadership capacity and fighting strength of grassroots party organizations; some party members refuse to take on the Party's responsibilities; some party members do not stay close to the people and do not participate in activities with the people.

Policy shortcomings

The issue that many delegates focused on was related to the procedure for paying expenses at the hamlet level, which is still complicated and inadequate. Mr. Phan Bui Quyen - Secretary of Hamlet 3 Party Cell (Hung Khanh Commune), reflected: The hamlet's operating budget is allocated 4 million VND each year, but the procedures require documents and invoices. Meanwhile, in the hamlet, the budget is mainly spent on "tea bundles and slogans in meetings and conferences".

Many shortcomings related to the policy of supporting house building for meritorious people, many households have borrowed money to build houses but have not received support; low martyr worship regime; little support policy for cement to build new rural areas..., were also mentioned by many village cadres.

Many grassroots cadres also worry about the lack of strict discipline and law; the limited effectiveness and efficiency of State management in some areas; a number of rural traffic works, intra-field traffic works, and drainage canals are degraded and ineffective. Some households have received money, some households have received compensation for land acquisition and resettlement land under the Lam River road project, but are still in the same place; or there are still 2/18 households affected by the 42 dike upgrade project that have not yet relocated and there are still no measures to handle them...

In addition, a number of issues related to the authority and responsibility of local Party committees and authorities such as handling environmental pollution in drainage canals; administrative boundary disputes; construction of cultural houses, kindergartens... were also mentioned at the conference.

Based on the opinions, suggestions and concerns of the officials raised at the dialogue, Mr. Hoang Van Phi - Secretary of the District Party Committee, Chairman of the District People's Council and Mr. Ngo Phu Han - Chairman of the People's Committee of Hung Nguyen district took turns discussing issues of concern to the delegates related to socio-economics, national defense - security and Party building.

Admitting that the administrative apparatus is cumbersome, many cadres and civil servants are not working effectively and through dialogue, it is clear that many problems arising at the grassroots level have not been resolutely addressed by Party committees and authorities but are still wobbly, the Standing Committee of Hung Nguyen District Party Committee clarified responsibilities and assigned each level and each sector based on their field of responsibility and their authority to study, resolve and promptly respond to each locality on each issue.

Secretary of the District Party Committee Hoang Van Phi emphasized: The Standing Committee of the District Party Committee will assign the Mass Mobilization Committee and the District Party Committee Office to monitor and urge all levels and sectors to resolve the issues; resolutely handle any units that are irresponsible or slow to handle the issues raised at the dialogue conference, and improve the effectiveness of the dialogue.

At the same time, the Party Committees and authorities of communes were assigned to strengthen dialogue among cadres, Party members and people; thereby directing the timely handling of issues arising from practice, contributing to the completion of political tasks of each locality and the common tasks of the district.
