Hung Nguyen district achieves the status of a new rural district.

On November 19, 2024, the Prime Minister issued Decision No. 1423/QD-TTg, recognizing Hung Nguyen district as having achieved the new rural standard in 2023. This result affirms the efforts and persistent leadership and guidance, along with many lessons learned, focusing on promoting the leading role of the people from the Party committees and authorities at all levels in Hung Nguyen.

On November 19, 2024, the Prime Minister issued Decision No. 1423/QD-TTg, recognizing Hung Nguyen district as having achieved the new rural standard in 2023. This result affirms the efforts and persistent leadership and guidance, along with many lessons learned, focusing on promoting the leading role of the people from the Party committees and authorities at all levels in Hung Nguyen district.

Visiting Hung Nguyen district in the final days of 2024, we felt the joy and excitement of the officials and people as the fruits of their efforts and determination had created a completely transformed rural landscape; recognized by the Prime Minister as a new rural district in 2023.

The transformation of Hung Nguyen is not just about the visual images of the comprehensively invested and modern infrastructure, schools, health centers, and cultural centers, and the "bright, green, clean, and beautiful" environmental landscape.;,But more importantly, the living conditions and quality of life of the people are truly improved.

Mr. Phan Anh Chuyen, head of Hamlet 5, Hung Dao Commune, shared: "Rural people no longer live the life of 'toiling under the sun and rain,' struggling to make ends meet. Rice fields are now planned into large-scale farms producing high-quality rice varieties, with complete mechanization from land preparation to harvesting, and linkages with businesses to guarantee product sales. This is combined with family farms, large-scale farms, service businesses, and many laborers participating in overseas labor export. With a more prosperous economy, people are willing to contribute to building roads, a cultural center with full amenities, a 'house of wisdom' with over 5,000 books, a playground and sports area with two volleyball courts, a mini football field, outdoor exercise equipment, transforming stagnant ponds into lotus ponds, building gazebos, and walking paths…." "Cultural, physical education, and sports movements are vibrant in all hamlets, fostering unity and solidarity among villagers, and making the lives of rural people happier and more fulfilling."

In Hung Dao commune, all policies and plans for building new rural areas and advanced new rural areas are fully communicated to the people by the Party committee and the government, and the people themselves directly discuss, implement, inspect, supervise, and benefit from them.

In Hung Tan commune, a model new rural area, having gone through three stages of rural development – ​​advanced new rural development and model new rural development – ​​the lessons learned highlight the effective role of the people as the main actors. Comrade Nguyen Trong Tam, Deputy Secretary of the Hung Tan Commune Party Committee, pointed out the reality: When embarking on the new rural development program, people initially believed that the State was providing "money" to do the work. Therefore, the commune intensified propaganda through various forms, mobilizing the entire political system from the commune to the hamlets to focus on raising awareness and encouraging participation. The locality creatively organized many emulation movements to mobilize people's participation, such as the movement to concrete roads and canals; building model "Bright - Green - Clean - Beautiful" roads; Green Sunday; beautifying the rural environment; villages and hamlets maintaining security and order, preventing and combating social evils; and building high-tech agricultural production models.

Along with promoting the leading role of the people, Comrade Hoang Duc An - Head of the Agriculture and Rural Development Department of the district - said: At each grassroots level, the role of setting an example and leading the way in all movements has been well promoted, creating motivation and acting as a "leader" for everyone to follow, from officials, Party members and respected individuals. In building new rural areas, there is no distance between officials and the people; officials also directly "roll up their sleeves" and work alongside the people in many tasks such as beautifying the grounds of cultural centers, building rural environmental landscapes, creating flower-lined roads, planting trees, etc.

Through practical actions, people have realized that building new rural areas is a "joint effort between the State and the People," bringing benefits to the people and the development of their homeland. This has harnessed the generosity of those living in the homeland and those living away from home, who have contributed in kind and in money, amounting to tens, hundreds of millions of dong, sometimes even billions of dong, and in some cases even more than ten billion dong.

Recognizing that building new rural areas is a major program creating a comprehensive transformation in all areas of socio-economic development, national defense and security, and political system building, the entire political system from the district to the grassroots level in Hung Nguyen has persistently led and directed decisively, systematically, and flexibly.

In addition to the responsibilities of the Steering Committee for building a new rural district, the Hung Nguyen District Party Committee assigned each member of the Standing Committee and the Executive Committee of the District Party Committee to be in charge of directing and closely monitoring the grassroots level to resolve difficulties and obstacles in each specific criterion, task, and area; and issued a Directive to focus leadership and direction from the district to the grassroots level towards the goal of achieving the status of a new rural district.

The District People's Committee issues annual plans for new rural development, clearly defining specific goals, requirements, and tasks for each district-level department and each commune and town; monthly and quarterly reviews, inspections, and adjustments are conducted to ensure practicality, especially in addressing difficulties and obstacles. For example, in the most disadvantaged area of ​​the district, Hung Yen Nam commune, in addition to assigning and strengthening two district-level heads and deputy heads of departments to take charge in the commune, Hung Nguyen district also assigns responsibility to specialized departments, the Fatherland Front, and political and social organizations at the district level, based on their functions, tasks, and strengths, to work together with the commune to implement each criterion.

In addition to the mechanisms and policies of the central and provincial governments, districts and communes also have their own mechanisms and policies to support localities in building welfare facilities that require large investments, such as inter-commune transportation routes, schools, and health stations.

With the perseverance and efforts of the entire political system and the unity and solidarity of the people, along with the support and assistance from the province and the central government, Hung Nguyen district has completed the task of building new rural areas with 17 out of 17 communes achieving new rural area standards, including 4 communes achieving advanced new rural area standards, 1 commune achieving model new rural area standards; Hung Nguyen town achieving civilized urban area standards and 9 criteria for a new rural district all achieving high levels. Especially noteworthy is the spirit of unity, consensus, and satisfaction of the people, as evidenced by surveys of people's satisfaction in all 116/116 residential areas throughout the district, with a 100% satisfaction rate. This serves as a crucial foundation and driving force for Hung Nguyen district, after being recognized as achieving the new rural standard, to continue setting the goal of building an advanced new rural district in the following years.
