Instructions for issuing voter cards in special cases of Covid-19 prevention and control
Faced with the complicated developments of the epidemic, the National Election Council has just issued Document No. 24 providing guidance on reviewing and updating voter lists and issuing voter cards in special circumstances.

In particular, special attention should be paid to voters with special requests (such as sick, elderly, disabled voters or voters subject to quarantine to prevent and control the epidemic). This is the content that the National Election Council has just issued in Document No. 24 to the Election Committees of provinces and centrally run cities regarding the review and update of voter lists and issuance of voter cards in the context of preventing and controlling the Covid-19 epidemic.
The National Election Council requests the Election Committees of provinces and centrally-run cities to direct the Election Teams to reconfirm the wishes of voters, especially voters who are temporary residents in the area, regarding whether they will vote at the place where their names are registered on the voter list or vote elsewhere. In case the voter confirms that he/she will vote at the place where his/her name is registered on the voter list, the Election Team will issue a voter card to invite the voter to exercise his/her right to vote.
In case the voter requests to vote elsewhere, the Election Team will guide the voter to follow the procedures for voting elsewhere according to the provisions of the Law on Election of Deputies to the National Assembly and People's Councils. In case by the time the voting starts (7:00 a.m. on May 23, 2021), the Election Team is still unable to contact the voter to issue the Voter Card because the voter whose name is on the list is not present at the place of permanent or temporary residence, the Election Team will notify the People's Committee at the commune level to remove that person's name from the voter list.
In addition to the cases guided in Official Letter No. 234 of the National Election Council on the establishment of voter lists and voting plans for cases of medical isolation to prevent and combat the Covid-19 epidemic in localities with outbreaks of the epidemic, voters who have been issued voter cards but then move to another place of residence and due to the epidemic cannot participate in voting at the place where their name is on the voter list, then at least 24 hours before the voting starts, voters must bring the issued cards to the People's Committee at the commune level to request to be added to the voter list and exercise the right to vote for National Assembly deputies and People's Council deputies at all levels at the new place. The People's Committee at the commune level where the voter's request is received is responsible for collecting the previously issued voter cards, supplementing the voter list and issuing new voter cards for voters to participate in voting at the appropriate polling station in the area. At the same time, immediately notify the People's Committee of the commune where the old voter card was issued to update the voter list with information about the voter voting elsewhere.
In the case of voters whose names are on the voter list but have not yet received their voter cards and now wish to vote in another locality, but due to the conditions of disease prevention and control, they cannot return to the polling station where their names are on the voter list to apply for a certificate of voting in another place, they can go to the People's Committee of the commune where they wish to vote to request to be added to the list and vote in the locality. The People's Committee of the commune will create favorable conditions for voters to have their names added to the list at the appropriate polling station in the locality and immediately notify the People's Committee of the commune where the voter's name was previously on the list to update information about voters voting in other places.
The National Election Council requests that organizations in charge of elections take measures to direct, monitor, and promptly grasp the situation of changes in voters in the voter list in the area to have a plan to prepare an appropriate number of additional ballot boxes, voter cards, spare ballots, and other necessary conditions to ensure the organization of voting on election day, and to add "Voted" stamps to the additional ballot boxes, ensuring convenience for the organization so that voters who cannot go to the polling station can exercise their right to vote.
