Con Cuong district recommends the province to amend the process of handling voters' petitions and increase the responsibility of departments and branches.
(Baonghean.vn) - Working with the Supervisory Delegation of the Provincial People's Council Standing Committee, Con Cuong district proposed that the province study and amend the process of receiving and resolving voters' petitions, because in reality, there are many contents that the province assigns the district to implement, but they must be under the authority of provincial departments and branches.
There are still 25 unresolved petitions.

Before working with the People's Committee of Con Cuong district, the monitoring delegation of the Standing Committee of the Provincial People's Council directly surveyed the situation, listened to people's concerns related to the activities of the Chi Khe Hydropower Project causing subsidence, cracking of works and domestic water sources, environmental pollution; grasped the handling viewpoints of agencies and units in resolving people's recommendations and reflections; recommendations and proposals for all levels and sectors.
The delegation also spent time surveying the transfer of land from Nghe An Tea Corporation to local management and handover, and granting of land use right certificates to people in Bong Khe commune.

Proposal to enhance the responsibility and authority of provincial departments and branches
Working with the People's Committee of Con Cuong district, according to the district's report, the work of receiving and coordinating to resolve voters' petitions in the area has received local attention, meeting the legitimate demands and aspirations of the people.
In addition to addressing specific opinions of voters, based on voters' reflections and suggestions, issues that are universal in many areas or affect the daily life and legitimate needs of many people; the District People's Committee has coordinated with the District People's Council and units to discuss solutions. Such as land management; forest management and protection; environmental sanitation, clearance of traffic safety corridors; site clearance for some projects...

The People's Committee of Con Cuong district affirmed that most of the voters' suggestions and aspirations were legitimate; however, there were still 25 opinions and suggestions of voters that were slow or not resolved completely. Besides the reasons related to the allocation of public investment resources, some agencies, units and localities have not paid due attention to lead and direct strongly, promptly and completely the opinions and suggestions of voters.
Pay attention to building a roadmap to resolve voters' petitions
Based on the report of the People's Committee of Con Cuong district, at the meeting, members of the Supervisory Delegation of the Standing Committee of the Provincial People's Council requested the district to explain and clarify the results, methods of resolution, difficulties and problems, and make proposals and recommendations related to the resolution of some specific recommendations of voters.

Of particular concern is the recovery and transfer of land from Con Cuong Forestry Company, which is currently managing it, to the people for production, and from Nghe An Tea Corporation Joint Stock Company to the locality for management and handover, along with the issuance of Land Use Right Certificates to the people.
It also includes compensation, support for site clearance as well as handling arising issues, such as flooding affecting construction works, daily life and environmental pollution of some households related to the Chi Khe Hydropower Project; resolving voters' petitions on building a road from the center of Chau Khe commune to Diem village...

Directly explaining some of the contents raised by the Supervisory Delegation, Vice Chairman of Con Cuong District People's Committee Luong Dinh Viet proposed that the province study and amend the process of receiving and handling voters' petitions according to Decision No. 25 of the Provincial People's Committee; because in current practice, in the process of handling voters' petitions, there are many contents that the province assigns the district to implement, but to implement them, it must be under the authority of provincial departments and branches.
In addition, the Vice Chairman of the District People's Committee also proposed that the Provincial People's Committee direct departments and branches to review and re-evaluate the effectiveness of land use from agricultural and forestry farms; at the same time, consider and reclaim areas within the urban planning of Con Cuong district to hand over to local management.

Based on the explanation and proposal of Con Cuong district, the Supervisory Delegation of the Provincial People's Council Standing Committee recommended that Con Cuong district review the contents of voters' petitions and proposals that have not been thoroughly resolved, so as not to miss any content, and to determine a roadmap and resolutely pursue the resolution.

Along with that, the district needs to summarize the difficulties and problems related to the legal regulations of the Central and the province, especially Decision No. 25 of the Provincial People's Committee in resolving voters' petitions in general and the difficulties in resolving each specific petition; including the coordination relationship between levels and sectors in resolving voters' petitions to propose to levels and sectors to resolve.
