Comrade Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development, led the delegation.
Working with the delegation, the Nghe An provincial side included members of the Provincial Party Committee: Nguyen Van De - Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development; representatives of leaders from various departments and agencies; and the Standing Committee of the Nam Dan District Party Committee.

Nam Dan now has 7 model new rural communes.
After six years of implementing the pilot project "Building Nam Dan district into a model new rural district with a focus on cultural development linked to tourism, giai đoạn 2018 - 2025", with high political determination from the province to the district and commune levels, the attention, support, and favorable conditions created by the Government, central ministries and agencies, and the response and joint efforts of organizations, units, and all strata of people in Nam Dan district, initial positive results have been achieved.

The criteria for new rural areas at the commune and district levels have been strengthened and improved; 18 out of 18 communes maintained their status as new rural communes, 15 communes were recognized as achieving advanced new rural area standards; and 7 communes achieved model rural area standards.
Building a model new rural district focusing on cultural development linked with tourism is a key task for the Party Committee, government, and people of Nam Dan district. Therefore, in addition to strengthening leadership and guidance, the Party committees and governments at all levels in Nam Dan district pay special attention to propaganda and mobilization, combined with organizing model projects and exemplary initiatives that resonate with the people, in order to leverage internal resources and promote the movement to complete the contents and criteria for advanced new rural communes, model new rural communes, and model new rural district.

By the end of 2024, Nam Dan district had completed the criteria for an advanced new rural district. Regarding the 42 contents of the 5 criteria for a model new rural district on "cultural development linked with tourism," 40 out of 42 contents have been achieved.

The district is determined to fully complete all targets and criteria for a model new rural area so that by 2025 it will be recognized by the Prime Minister as a "model new rural district in cultural development associated with tourism," coinciding with the 135th anniversary of President Ho Chi Minh's birth; and, even more importantly, to build Nam Dan district into a livable countryside, worthy of being the birthplace of President Ho Chi Minh in the hearts of the people of the whole country and international friends.
The goal of Nam Dan district is to have 100% of its communes (18/18 communes) meet the advanced new rural standards by the first quarter of 2025; to complete the dossier for submission to the Central Government for review, assessment, and recognition as an advanced new rural district. By 2025, the district aims to achieve the status of a "model new rural district focusing on cultural development linked with tourism".

During the meeting, Nam Dan district requested the Ministry of Agriculture and Rural Development and the Central Office for New Rural Development Coordination to submit to the Government for early issuance of a national set of criteria for model new rural districts, so that there is a basis for implementation.
We propose that the Ministry of Agriculture and Rural Development advise and recommend to the Government the allocation of funds for the construction of a bridge combined with a regulating sluice gate to prevent saltwater intrusion and retain freshwater on the Lam River in the areas of Xuan Lam and Khanh Son communes.
The Ministry of Culture, Sports and Tourism, the Ministry of Construction, and other relevant ministries and agencies are supporting Nam Dan district in finalizing the master plan for the Kim Lien tourist area.

Implement key tasks
Highly appreciating the results achieved by Nghe An province and Nam Dan district in implementing the project to build Nam Dan into a model new rural district in terms of culture and tourism, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam stated that the construction of advanced rural areas and model new rural areas aims to continuously improve the material and spiritual lives of the people. New rural areas must have a sense of community, be interconnected, and strive for a peaceful life, making each rural area truly livable.

The Ministry of Agriculture and Rural Development's view is that localities implementing the criteria for building advanced new rural areas and model new rural areas should not rush. Implementing the model new rural area requires socialization and the promotion of self-awareness and critical thinking among the people. For communes that achieve the standard of model new rural areas in terms of culture and tourism, those localities must possess distinctive cultural characteristics," emphasized Deputy Minister of Agriculture and Rural Development Tran Thanh Nam.
Following suggestions from the Deputy Minister of Agriculture and Rural Development, and incorporating feedback from delegation members on the project's implementation results, Vice Chairman of the Provincial People's Committee Nguyen Van De committed to directing provincial departments and agencies to coordinate with the Nam Dan District People's Committee to carry out several key tasks.

These include: Implementing solutions to meet the prescribed criteria; simultaneously, completing the dossier for submission to central ministries and agencies for appraisal and recognition of Nam Dan district as achieving advanced new rural standards in 2024 no later than January 2025, and preparing the dossier for recognition as a model new rural district in 2025.
