On the afternoon of April 20, the Standing Committee of the Provincial People's Council continued the survey program on the management and use of public assets after the merger of commune-level administrative units, public service units and the merger of hamlets in Thanh Chuong district. After conducting a survey of the facilities in Dai Dong commune, which was merged from 3 old communes: Thanh Hung, Thanh Tuong, Thanh Van; the Standing Survey TeamPeople's CouncilThe province had a working session with Thanh Chuong district.
According to the district report, implementing the policyarrangement of commune-level administrative units,public service units andmergerBlocks, hamlets, villages, in the district, 3 communes merged into 1 commune; 10 district-level public service units merged into 4 units. The district also merged 497 blocks and hamlets into 215.
After the merger, based on the documents of the superiors, the district organized an inspection of the current status of management and use of merged public assets; established a steering committee and a team to assist in arranging public assets according to Decree 167/2017/ND-CP in Decision No. 5094/QD-UBND dated December 26, 2018.

Accordingly, there are a total of 24 houses and land of administrative units and public service units that are subject to handling and 493 cultural houses. The district has arranged and handled houses and land in the direction of leaving the basic ones for continued use and only proposed to change the purpose of use of 5 facilities and reclaim 5 facilities. This plan has been sent to the Department of Finance for appraisal before submitting to the Provincial People's Committee for approval.
Besides proactively reviewing and proposing solutions, there are still some difficulties and problems. For example, some houses and lands are no longer needed but are not suitable for transfer or use for other purposes.

Many houses and land in mountainous, remote areas are difficult to auction and do not attract investors.
Many houses and land, especially the village cultural houses, have been built for a long time but do not have legal documents on the land. To carry out the arrangement, the unit must now re-measure the area, but the cost for re-measurement is still difficult, affecting the completion of documents for approval.
Thanh Chuong district stated that the current situation is that some agencies such as the Police, the Procuracy, and the District Tax Department have moved to other locations or are under construction to prepare for relocation; or the District Population - Family Planning Center after the merger also has no solution to handle this, causing waste of resources, because these facilities are all located in prime locations.

Pay attention to public opinion
Speaking at the meeting, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council acknowledged the attention paid to reviewing, managing and developing a plan to handle surplus assets after the merger; at the same time, acknowledged the difficulties, obstacles, and viewpoints on handling surplus facilities according to the specific situation of the locality.
Affirming that the province's viewpoint on handling surplus facilities due to mergers is basically based on reasonable proposals from localities, the Standing Vice Chairman of the Provincial People's Council requested Thanh Chuong district to continue reviewing, researching, completing procedural documents, and developing appropriate plans to submit to the province.

To be able to do it early and avoid waste, the method is that establishments with complete documents and procedures and meeting the conditions should submit them first and do it in many batches, avoiding waiting for everything to be completed before submitting, which will slow down the overall progress and increase waste.
Comrade Nguyen Nam Dinh said that the surplus facilities due to merger and arrangement in Thanh Chuong are mainly cultural houses, and suggested that the district direct the communes to widely collect people's opinions, on that basis, propose highly feasible plans.
Agreeing with the district's proposal to basically leave the cultural house as a place for activities for residential communities; the Standing Vice Chairman of the Provincial People's Council also emphasized: this is only a short-term solution, and in the long term, the district and communes need to study to handle it in order to achieve the goal of the merger, which is to bring it to a single point for centralized management and activities.
