On November 22, the People's Committee of Nghe An province issued an urgent document on strengthening the implementation of a number of measures to prevent and control the COVID-19 epidemic in the province.
This move took place in the face of a sudden increase in COVID-19 infections in the province, many of which have unknown sources of infection, posing a potential risk of a widespread COVID-19 outbreak.
Implementing the direction of the Steering Committee for COVID-19 Prevention and Control, the Provincial People's Committee has strengthened the implementation of a number of measures to prevent and control COVID-19 in Nghe An province, as follows:
- Apply some urgent measures to prevent and control COVID-19 epidemic for the whole province. The application period starts from 00:00 on November 23, 2021 until further notice.
- For areas assessed as level 3 and level 4 epidemic: Implement epidemic prevention and control measures in accordance with regulations in Decision No. 3896/QD-UBND dated October 21, 2021 of the Provincial People's Committee.
In addition, the Provincial People's Committee also requested authorities at all levels and political organizations to be responsible for: Effectively organizing and implementing epidemic prevention and control activities in the area; Strengthening the screening and monitoring of people returning from epidemic level 3 and level 4 areas inside and outside the province, and recommending that people minimize unnecessary travel from very high-risk areas (level 4) to areas with lower epidemic levels.

Some specific urgent measures include: Indoor activities such as meetings, training sessions, seminars... (except for teaching activities of the education sector) must not exceed 30 people. Activities with 100% of people who have been fully vaccinated with 2 doses of vaccine or have recovered from the disease or have a negative Covid-19 test that is still valid according to regulations are allowed to have no more than 100 participants. Organizing funerals and weddings under the supervision of local authorities must also not exceed 30 people.
Regarding outdoor activities, if 100% of people have been fully vaccinated with 2 doses of vaccine or have recovered from the disease or have a negative Covid-19 test that is still valid according to regulations, no more than 150 people are allowed. Funerals and weddings under the supervision of local authorities are not allowed to exceed 45 people.
Restaurants and eateries must reduce the number of customers by 30% at a time. Service businesses with a high risk of infection such as beauty salons, massage parlors, dance clubs, karaoke bars, internet bars, and video games must stop operating. Hair salons must ensure that 100% of employees have been fully vaccinated or have recovered or have a negative Covid-19 test that is still valid according to regulations.
Religious, belief and worship activities must have a plan and be responsible for implementing epidemic prevention measures according to the instructions of the Ministry of Home Affairs and must not exceed 20% of the capacity of the venue and must not exceed 70 participants. In case 100% of participants have been fully vaccinated with 2 doses of vaccine or have recovered from the disease or have a negative Covid-19 test that is still valid according to regulations, the capacity must not exceed 40% of the capacity of the venue and must not exceed 140 participants.
