(Baonghean.vn) - The national digital transformation is being implemented flexibly and creatively by all levels and sectors. In that process, in addition to improving data connection infrastructure, building "digital citizens" to connect and effectively exploit the digital transformation program plays an important role.

Building “digital citizens”

Customers now carry less cash, they mainly transfer money. Therefore, I also had to adapt, learn how to use smartphones, ask the bank to print QR codes to make business more convenient. At first, it was a bit confusing, but now I am proficient, when transferring money to businesses and individuals who supply goods, I always pay by bank transfer."

Now go to market or notshoppingIn grocery stores, many people of all ages are familiar with scanning QR codes to pay for transfers. Recently, many young couples in mountainous areas and ethnic minority areas in Nghe An have printed QR codes and placed them at their weddings. This activity is meaningful in promoting the application of digital technology in money transfers, both reducing cash circulation and participating in the digital transformation process that is being carried out nationwide.

Regarding this field, based on the proposal of the Department of Education and Training, the People's Committee of Nghe An province issued Official Dispatch No. 1668/UBND-VX dated March 13, 2023, directing the promotion of non-cash tuition payment; requiring the completion of account issuance for students (or parents of students) before April 30, 2023 and implementing non-cash tuition payment at 100% of public educational institutions in the area from May 2023. This policy has been basically applied and implemented well in Vinh city and towns. Particularly for mountainous districts and ethnic minority areas, all levels and sectors are propagating and guiding people to implement it.

Along with that, all levels, sectors in Nghe An and the people are actively implementingdigital applicationsin medical examination and treatment, changing driver's licenses, paying electronic taxes, registering household registration, household registration... through the online public service system. Statistics from the Steering Committee for the implementation of the "Project on developing the application of population data, identification and electronic authentication to serve national digital transformation, period 2022 - 2025, vision to 2030 in Nghe An province" show that currently, 528/528 health insurance examination and treatment facilities in the province have implemented the use of Citizen Identification Cards to replace Health Insurance Cards in medical examination and treatment. The functional sector in Nghe An has synchronized personal identification numbers/citizen identification cards with Health Insurance cards for over 2,530,869 people, reaching 90.4% of the provincial population, ranking 4th nationwide.

Regarding public services, the field of residence registration (permanent residence, temporary residence, temporary absence, and stay) in Nghe An is 100% received on the National Public Service Portal. In addition, the group of public services for passport issuance and handling of administrative violations (cold fines) of the Public Security sector receives 95-100% on the Public Service Portal; the public services of the Electricity sector receive 100% on the National Public Service Portal; the public services of the Justice sector receive 74.6%...

These activities demonstrate the efforts of all levels and sectors in connecting and applying digital transformation, while forming the habit of applying digital technology for all classes of people, contributing to building "digital citizens". However, in reality, there are still a few people (especially the elderly and ethnic minorities) who are not "keen" on applying digital technology.

Enhanced data connectivity

Implementing the Government's "Project on developing applications of population data, identification and electronic authentication to serve national digital transformation, period 2022-2025, vision to 2030" (Project 06), the Provincial Party Committee and People's Committee of Nghe An province have issued many Official Dispatches and Plans to direct widespread implementation. The Executive Committee of the Nghe An Provincial Party Committee issued Resolution No. 09-NQ/TU, dated August 5, 2022, on digital transformation to 2025, with a vision to 2030.

Recently, on April 10, the Provincial People's Committee issued Plan No. 244/KH-UBND on developing digital technology enterprises in Nghe An province for the period 2023 - 2025, with a vision to 2030; in which, striving to turn Nghe An province into a digital transformation center of the North Central region.

During the implementation process, the Provincial Police coordinated with units and localities to promote the cleaning of population data, in the direction of "correct, sufficient, clean, alive", serving the connection and sharing between the National Population Database and specialized databases. At the same time, one-stop departments at all levels, sectors, and the Provincial Public Administration Service Center have digitized administrative procedure settlement records. At the same time, step by step, connection, integration, and sharing of digitized documents have been implemented. From July 1, 2022, the province has completeddigitize recordsHandling administrative procedures for 25 essential public services according to Project 06/CP. Up to now, all provincial departments, branches and sectors have received and handled administrative procedures on the Provincial Administrative Procedure Handling Information System.

However, according to the assessment of many localities in Nghe An, the implementation of Project 06 still has shortcomings that need more efforts to overcome. That is, the internet network infrastructure system serving digital connections, many times and in many places, does not meet the requirements; the process of connecting data between ministries, branches and localities needs to be accelerated; the optimization of end-to-end digital data needs to be simpler and more convenient for users... Through the discussion, Mr. Vo Trong Phu - Deputy Director of the Department of Information and Communications of Nghe An said that the Information and Communications sector is making efforts with businesses to upgrade the network infrastructure, best serving data connection, actively contributing to the implementation of digital transformation and application.

Digital transformation requires investment in terms of time, cost and active participation of the whole community. Therefore, the Government has set out a roadmap for national digital transformation until 2025, with a vision to 2030, to implement the following 5 groups of utilities: (1) Serving administrative procedure settlement and providing online public services; (2) Serving economic and social development; (3) Serving digital citizens; (4) Completing the ecosystem serving connection, exploitation, supplementation and enrichment of population data; (5) Serving the direction and administration of leaders at all levels.
