Results of digital transformation implementation in Nghe An province in the first 6 months of the year

Specifically,on advising and proposing the issuance of Resolutions of the Party Committee on digital transformation, developing and issuing the 5-year Master Plan, and the annual Action Plan on digital transformation: The Provincial People's Committee has directed the Department of Information and Communications to coordinate with relevant agencies and units to develop a Resolution of the Provincial Party Committee on digital transformation of Nghe An province by 2025, with a vision to 2030, and a Plan for digital transformation of Nghe An province by 2025. Up to now, the draft documents have been approved by the Provincial Party Committee and are completing the next steps for promulgation in accordance with regulations.

On promulgating the e-government architecture of Nghe An province: The Provincial People's Committee issued Decision No. 1974/QD-UBND dated May 30, 2019 approving the adjustment of the province's e-government architecture in 2019. This architecture has been absorbed and researched to be consistent with the Vietnam e-Government Architecture Framework version 2.0 issued in Decision No. 2323/QD-BTTTT dated December 31, 2019 of the Minister of Information and Communications. The Provincial People's Committee has disseminated and thoroughly informed all relevant organizations and individuals about the management, maintenance, updating and compliance with the e-Government architecture through printing documents on the province's e-government architecture and assigned the Department of Information and Communications to organize monitoring, promptly detect, handle and overcome cases of non-compliance.

Regarding the organization of dissemination and understanding to all relevant organizations and individuals about strengthening investment management, ensuring efficiency when applying information technology, developing digital government, and digital transformation using the State budget.: The Provincial People's Committee has organized the dissemination and popularization of Document No. 639/BTTTT-THH dated February 28, 2022 of the Ministry of Information and Communications to departments, branches, and localities; at the same time, organized training and guidance on the implementation of Decree No. 73/2014/ND-CP dated September 5, 2013 of the Government on Regulations on management of investment in information technology application using State budget capital and legal documents related to this Decree.

Regarding the organization of dissemination and education to all relevant organizations and individuals about the two principles of ensuring network safety and security:The Provincial People's Committee has directed the Department of Information and Communications to establish a team to ensure information security and respond to computer incidents in state agencies in the area during the holidays: Lunar New Year; New Year's Day; April 30, May 1, May 19. In the first 6 months of 2022, 1 training course on in-depth knowledge of information security was organized for IT specialists of departments, branches and localities, interspersed with 1 drill on IT incident response and information security; 2 classes were organized for officials and leaders and 2 classes for officials and civil servants on basic knowledge of information security.

Setting up a community digital technology network:To ensure quality and focus resources on implementation, the Department of Information and Communications proposes to pilot the implementation of Community Digital Technology Teams in the following localities: Thanh Son Commune (Anh Son); Minh Hop Commune (Quy Hop); Khanh Hop Commune (Nghi Loc). To date, 3 commune-level community digital technology teams and 32 village-level community digital technology teams have been established. The pilot implementation is currently underway, and it is expected to be summarized, evaluated, and expanded in December 2022.

Issue a Plan for training and coaching cadres, civil servants and public employees under the scope of management on digital transformation, development of digital government, digital economy and digital society:This content has been included in the draft digital transformation plan of the province, expected to be issued in July 2022.

Issue a Plan to promote the development and use of national digital platforms to serve digital transformation, develop digital government, digital economy and digital society:The Provincial People's Committee issued Official Dispatch No. 5010/UBND-TH dated July 6, 2022 on focusing on researching and deploying digital platforms in Nghe An province, directing departments, branches and sectors to deploy platforms to serve the government, businesses and people in accordance with the direction of the Ministry of Information and Communications.

Organize the implementation of a plan to support bringing agricultural production households to e-commerce platforms:The Provincial People's Committee issued Plan No. 589/KH-UBND dated October 18, 2021 on supporting the introduction of agricultural production households to e-commerce platforms, promoting the development of the digital economy of agriculture and rural areas in Nghe An province in 2021, 2022 and orientation to 2025.

Improve capacity, service quality and expand connection, monitoring, and centralized access control of specialized data transmission networks:Currently, Nghe An province has deployed a dedicated data transmission network to more than 870 units at 3 levels (province, district, commune). The Department of Information and Communications has also coordinated with the Central Post Office to deploy a centralized management, monitoring, and access control system for this network.

Issue a Cloud Migration or Adoption Plan:Currently, most of Nghe An province's shared information systems are being deployed in the form of service leasing. The requirements in the service leasing contract stipulate that the systems must be deployed on a cloud computing platform, located in a Tier 3 standard data center.

Publicly announce the list of shared databases:The Provincial People's Committee issued Decision No. 3624/QD-UBND dated October 5, 2021 on promulgating the List of shared databases of Nghe An province and directing the Department of Information and Communications to build a system for collecting, appraising and sharing data of Nghe An province, towards forming an open data portal of the province.

Implement connection and data sharing between State agencies through the national data integration and sharing platform (NDXP):Nghe An province has completed the construction of a platform for connecting, sharing and integrating LGSP data: Successfully testing LGSP - NGSP connection APIs (at departments and branches: Justice, Planning and Investment, Social Insurance, granting unit codes related to the Ministry of Finance budget) and has prepared for the integration of other shared services into the VXP document interconnection axis integration system to replace the eDOC axis into the LGSP system; completed the implementation of connecting, integrating and sharing data with a number of information systems of central ministries and branches through the national data connection, sharing and integration platform (such as: Judicial Records Registration Service, Public Postal Service, National Database on Business Registration).

Deploy or pilot the deployment of a platform for analyzing and processing aggregated data at the ministerial and provincial levels:The Provincial People's Committee is piloting this platform at the Provincial Smart Operations Center and Vinh City People's Committee; and is also piloting in some localities such as Hoang Mai Town People's Committee and Thanh Chuong District People's Committee.

Issue a Plan to promote people and businesses to use online public services at a high level of efficiency:The Provincial People's Committee issued Document No. 3615/UBND-KSTT dated May 23, 2022 on urging and promoting the effectiveness of providing and using online public services and directing departments, branches, sectors and localities to pay special attention to reviewing and advising competent authorities to issue policies to reduce fees if administrative procedures are performed online; assigning targets on the rate of online public services generating records and the rate of records resolved online to each department, branch, sector, People's Committees of districts, cities and towns in the area; mobilizing the participation of socio-political organizations, businesses and the community in disseminating and guiding the use of online public services.

Connect the Electronic Information Portal, Online Public Service Portal and Electronic One-Stop System into an administrative procedure settlement system:This content has been completed since February 24, 2022. In addition, the system has been connected to the System for monitoring and measuring the level of provision and use of digital Government services to evaluate, measure, and publish online the level and quality of provision of information and online public services.

Deploy or pilot virtual assistants in state agencies to support officials, civil servants, and public employees in improving efficiency and labor productivity:The Provincial People's Committee has directed the Department of Information and Communications to research and implement in accordance with the actual situation in the locality.

Issue the Program to evaluate and determine the level of digital transformation of enterprises and the Plan to support small and medium enterprises in digital transformation:The Provincial People's Committee has issued Plan No. 241/KH-UBND dated April 15, 2022 on Deploying the program to determine the index to assess the level of digital transformation of enterprises and support to promote digital transformation of enterprises in Nghe An province and is focusing on implementing it according to the issued plan.

Issue a Plan to support and promote digital transformation and cashless payments in schools, educational institutions, hospitals and medical facilities:The Provincial People's Committee has issued Plan No. 216/KH-UBND dated March 31, 2022 on implementing the project to develop non-cash payments in Nghe An province for the period 2021-2025. The important content of this plan is to promote digital transformation and non-cash payments in schools, educational institutions, hospitals and medical facilities.

Organize propaganda, dissemination, and experience sharing on digital transformation contents and models of ministries, branches, and localities:Nghe An Provincial Electronic Information Portal, Nghe An Newspaper, and Provincial Radio and Television Station have built a specialized page on digital transformation to continuously update and share lessons and experiences in digital transformation of ministries, branches, and localities. Information on the digital transformation handbook https://dx.mic.gov.vn and information at https://t63.mic.gov.vn are also received and shared on these specialized pages. In addition, the Provincial People's Committee issued Decision No. 4845/QD-UBND dated December 14, 2021 approving organizations and individuals to preside over and explain the Project "Assessing the current status of IT application and proposing solutions and models for digital transformation at the commune level in Nghe An province". Accordingly, the construction of a digital transformation model at the commune level will be organized in the following localities: Thanh Son Commune (Anh Son); Minh Hop Commune (Quy Hop); Khanh Hop Commune (Nghi Loc). The expected pilot implementation period is from June 1, 2022 to December 1, 2022.

Periodically annually measure, evaluate, and publish rankings of the level of development of e-Government, digital Government, and digital transformation for agencies and organizations under management:The Provincial People's Committee has issued Official Dispatch No. 4096/UBND-TH dated June 7, 2022 approving the development of software to serve the assessment of the digital transformation index of departments, branches, and localities in the province and directing the Department of Information and Communications to develop a set of indexes and software to assess the digital transformation index of departments, branches, and localities in the province. It is expected to be put into operation from 2023 to promptly assess the index rankings in 2022.
