Attending the congress, on behalf of the Vietnam General Confederation of Labor, there was comrade Bui Van Cuong - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor.

On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee.

Implementing the Resolution of the 17th Congress of Nghe An Trade Union, term 2013-2018, the movement of workers, civil servants, laborers and trade union activities at all levels in the province achieved many comprehensive results.

The team of civil servants, employees, workers and laborers has increased rapidly in both quantity and quality, increasingly meeting the needs of the country's industrialization, modernization and international integration.

Working conditions of workers have been gradually improved, occupational safety and hygiene have been given more attention. Average income of workers is 3.8 million VND/person/month (an increase of nearly 1 million VND/person/month compared to the beginning of the term).

During the past term, activities of caring for, representing and protecting the legitimate rights and interests of union members and workers have been focused on by trade unions at all levels and achieved many practical results.

The Trade Union organization system is increasingly consolidated and developed, the position of the Trade Union organization is increasingly enhanced, contributing significantly with the Party Committee and people of the province to successfully implement the goals and targets set by the 17th and 18th Nghe An Provincial Party Congresses.

However, the congress also frankly pointed out a number of limitations and shortcomings such as the participation in protecting the legitimate rights and interests of workers, civil servants and laborers of some grassroots unions is still limited; emulation movements have been deployed but not everywhere, some places are chasing achievements; the work of developing union members and establishing unions in enterprises is not commensurate with the development of economic sectors and the number of enterprises in the area...

Based on the analysis and forecast of opportunities and challenges affecting the movement of workers, employees and trade union activities in the next 5 years, the congress discussed and set goals to continue to strongly innovate trade union organizations and activities, focusing on the grassroots, union members and workers.

Speaking at the congress, members of the Party Central Committee: Bui Van Cuong - President of the Vietnam General Confederation of Labor and Nguyen Dac Vinh - Secretary of the Provincial Party Committee highly appreciated the role of trade union organizations at all levels in the province and the movement of workers, civil servants and laborers in Nghe An in recent times.

The comrades suggested that Nghe An trade unions at all levels should focus on performing well the function of caring for and protecting the legitimate rights and interests of employees and laborers; innovate and perform well the function of advising on policies related to employees and trade union organizations, in conjunction with supervising the implementation of policies of employees and laborers.

Not only that, trade unions at all levels need to pay attention to improving the quality of negotiation, signing and effectively implementing collective agreements; promoting democracy at the grassroots level and building a harmonious relationship of interests between enterprises and workers.

Besides, trade unions at all levels need to step up care for the material and political interests of union members and workers; and implement housing projects for workers.

Education and propaganda work also needs to be strengthened, contributing to building a strong working class, mastering technology and industrial style. The role of trade unions at all levels needs to promote the role of a bridge between the working class, laborers and the Party and authorities at all levels, thereby receiving, synthesizing and promptly reflecting the recommendations and proposals of union members, workers and trade union organizations to all levels and sectors for resolution.

The congress will take place over two days, April 18 and 19. The congress will elect the Executive Committee of Nghe An Trade Union, term XVIII, 2018-2023.
