The session will consider and approve 25 draft resolutions related to the 2021 socio-economic development plan; the 5-year socio-economic development plan (2021 - 2025) and a number of other policies. During the question-and-answer session, unresolved issues according to the question-and-answer conclusions of the Standing Committee of the Provincial People's Council and the supervision recommendations of the Provincial People's Council, the Standing Committee and the Provincial People's Council Committees since the beginning of the term, as well as a number of pressing issues that are being raised, will be questioned at the session.

The session will also carry out personnel work within its authority, dismissing delegates from the Provincial People's Council for the 2016-2021 term; dismissing and electing additional members of the Provincial People's Committee for the 2016-2021 term.

Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Xuan Son affirmed: From the success of the 19th Provincial Party Congress and the end of the 10th Session of the 14th National Assembly, many important programs and contents have been decided, serving as a legal basis for the province to implement policies, tasks and solutions for socio-economic development in 2021.

This is the first year of implementing the 5-year socio-economic plan (2021 - 2025), a year of important significance in striving to achieve the goal of the Resolution of the 19th Provincial Party Congress "Bringing Nghe An to develop rapidly and sustainably; firmly ensuring national defense and security; striving by 2025 Nghe An to become a fairly well-off province in the Northern region".

This is the last regular session of the 17th Provincial People's Council (term 2016 - 2021), and is also an opportunity to evaluate and comprehensively review the issues from the beginning of the term that the Provincial People's Council has affirmed to voters in performing its functions and tasks.

Promote the sense of responsibility of provincial People's Council delegates and leaders of agencies, units and localities to contribute to the quality of the meeting.

“The content of the meeting is very extensive and important. To ensure the quality and the proposed program, we request that the delegates of the Provincial People's Council uphold their sense of responsibility and intelligence, carefully study the content and program of the meeting, actively participate in discussions, participate in questioning activities, express their opinions clearly, especially on issues with different opinions, creating high unity so that the People's Council can make decisions in accordance with the law and in accordance with the practical situation,” the Chairman of the Provincial People's Council emphasized.

First of all, with many solutions, the whole province has done a good job of preventing the epidemic, so up to now, the province has not recorded any cases of Covid-19 infection.

In particular, in 2020, the growth rate of total product in the province is estimated at 4.45%; State budget revenue is estimated at 15,992 billion VND, reaching 105.1% of the estimate assigned by the Provincial People's Council.

In addition, the agriculture, forestry and fishery sector still maintained a good growth rate, reaching 4.99%. The new rural construction program achieved many important results. It is expected that 281/411 communes will meet the standards, an increase of 36 communes compared to 2019; 6 district-level units will complete the task of building and meeting new rural standards;...

In general, in 2020, in the context of many difficulties in implementing the plan, the socio-economy remained stable; 20/28 main targets achieved and exceeded the plan.

The Standing Vice Chairman of the Provincial People's Committee also presented the Socio-Economic Development Plan for 2021, along with the orientations, tasks and solutions for implementation. In which, the target of achieving the growth rate of the gross domestic product (GRDP) of 7.5 - 8.5% is achieved.

Comrade Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee briefly reported on the socio-economic situation in the 5 years of 2016 - 2020; the 5-year socio-economic development plan for 2021 - 2025.

Accordingly, during this period, the province's economy continued to grow well, with an average growth rate of 7.2% for the entire period, higher than the 2011-2015 period (6.6%); the economic structure shifted in the right direction.

GRDP per capita in 2020 is estimated at 44.01 million VND, 1.5 times higher than in 2015. Total social investment capital in the 5 years 2016 - 2020 reached more than 314 trillion VND, an average increase of 15.71%. Annual budget revenue always meets and exceeds the estimate assigned by the Central Government.

Culture and society have many positive changes, the material and spiritual life of the people has been improved. The poverty rate by the end of 2020 is expected to decrease to 3%.

Administrative reform has been directed with attention; administrative procedures have been reduced and simplified. The province has focused on strongly improving the investment and business environment, contributing to improving the Provincial Competitiveness Index year by year.

National defense is strengthened, political security is stable, and social order and safety are ensured. The friendly relations, especially between localities bordering Laos, are consolidated and developed.

Regarding the 5-year socio-economic development plan for 2021 - 2025, the general goal is to promote the historical and cultural traditions, people of Nghe An, the will to be self-reliant and the aspiration to rise up; proactively innovate, bring Nghe An to develop quickly and sustainably; firmly ensure national defense and security; strive by 2025, Nghe An will become a fairly well-off province in the Northern region.

In terms of economy, the average growth rate of gross regional domestic product (GRDP) in the period of 2021 - 2025 will reach 9.5 - 10.5%. GRDP per capita in 2025 will reach about 83 million VND. Budget revenue by 2025 will reach 26,000 - 30,000 billion VND.

Next, the Provincial People's Council carried out personnel work within its authority. Accordingly, it carried out procedures to terminate the duties of a Provincial People's Council delegate for Mr. Ho Dinh Trung - former Chief Justice of the Provincial People's Court, a Provincial People's Council delegate for the 2016-2021 term. Previously, Mr. Ho Dinh Trung was appointed to the position of Deputy Chief Justice of the High People's Court in Hanoi.

The Provincial People's Council conducted procedures to dismiss four members of the Provincial People's Committee: Nguyen Van Do, Vi Van Suu, Luong Thanh Hai and Nguyen Hai Duong; and elected three additional members of the Provincial People's Committee: Vi Van Son, Chu The Huyen and Nguyen Xuan Duc.

In this afternoon's working session, the Provincial People's Council will conduct a discussion session in groups.
