At the meeting, the Provincial People's Council will conduct the work of dismissing and electing additional Vice Chairman of the Provincial People's Committee; dismissing and electing additional members of the Provincial People's Committee for the 2021-2026 term in order to promptly perfect the organizational apparatus to carry out the direction and administration of the Provincial People's Committee.

At this session, the provincial People's Council delegates also reviewed and gave their opinions on the development investment capital plan from the Central Budget to implement 3 national target programs including: Socio-economic development program for ethnic minority and mountainous areas; national target program for new rural construction; national target program for sustainable poverty reduction for the period 2021-2025 and 2022 in Nghe An province.

Another important content on the agenda of the Nghe An Provincial People's Council at this session is the group of issues on the province's public investment plan.

In recent times, the Provincial Party Committee, People's Council and People's Committee have focused on directing drastic solutions to accelerate the progress of public investment projects in the province. However, due to many reasons, the progress of project implementation is still slow, and the disbursement of public investment capital in the province is still low. As of September 30, the overall disbursement rate of the whole province only reached 41.68%. If including the disbursement of the National Target Program (capital allocation in May 2022), the disbursement rate is 33.94% compared to the plan assigned by the Provincial People's Council.

Therefore, in addition to reviewing and resolving on adjusting the 2022 public investment plan from local budget sources; supplementing the 2022 central budget capital development investment plan and approving adjustments to the policy of a number of public investment projects, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy requested that the delegates of the Provincial People's Council focus on analyzing, evaluating, pointing out the shortcomings, limitations and causes, and at the same time discussing breakthrough solutions to speed up the progress of works and projects, especially solving bottlenecks and congestion in the disbursement of public investment capital of the province in the coming time.

The Provincial People's Council will also consider and approve the draft Resolution on the list of works and projects requiring land recovery as prescribed in Clause 3, Article 62 of the Land Law in Nghe An province and the Resolution on changing the purpose of using rice-growing land as prescribed in Clause 1, Article 58 of the Land Law to implement works and investment projects in Nghe An province.

In particular, the Session will consider approving the addition of the total number of employees receiving salaries from the budget in public service units that have not yet ensured regular expenditures in 2023 to supplement 2,820 public teacher positions for the 2022-2023 school year according to Decision No. 76 dated July 18, 2022 of the Politburo; at the same time, consider the regulations on the content and level of expenses for organizing the selection of textbooks in general education institutions in Nghe An province.

The meeting took place at a time when the Party Committees, authorities at all levels and the People of Nghe An province were focusing on overcoming the consequences caused by floods and heavy workloads. Therefore, the Chairman of the Provincial People's Council requested the Provincial People's Council delegates to uphold their sense of responsibility, promote intelligence, solidarity, democracy, carefully study documents, and contribute quality opinions, as a basis for the Provincial People's Council to consider and decide on contents with high results, meeting the requirements and aspirations of voters and people.
