Effectively exploiting the camera system in Vinh City to ensure social safety
(Baonghean.vn) - Effectively operating and exploiting the camera system to provide images of fireworks violations, as well as ensuring social order. That is one of the contents agreed upon by the Vinh City People's Committee.
On the morning of October 23, Vinh City People's Committee held a conference to deploy a plan to prevent and combat fireworks; clear traffic safety corridors, and ensure urban order before, during and after the Lunar New Year 2020.

According to the report of Vinh City People's Committee, before, during and after Lunar New Year 2019, the City Police arrested 87 cases, 94 subjects; confiscated 1,032 tons of various types of firecrackers; 7 kg of firecrackers (compared to the same period in 2018, an increase of 27 cases, 15 subjects, a decrease of 200 kg of firecrackers and a decrease of 6,538 kg of firecrackers). Broke 4 major cases, prosecuted 21 cases, 26 subjects; administratively handled 15 cases, 15 subjects; 51 cases, 53 subjects for setting off firecrackers.
Based on the forecast of the situation near the Lunar New Year 2020, the situation of illegal buying, selling, transporting, storing and using of fireworks is complicated and tends to increase, Vinh City People's Committee issued Plan 164/KH-UBND dated August 15, 2019, on preventing and combating fireworks before, during and after the Lunar New Year 2020, the implementation period of the plan includes 2 phases.
Phase 1 from August 5, 2019 to January 5, 2020; Phase 2 from January 6, 2020 to February 15, 2020. Vinh City People's Committee has established 2 inspection teams on firecracker prevention and control in the areas. After 2 months of deployment, 3 cases, 3 subjects were arrested, and 27.9 kg of various types of firecrackers were seized.

Regarding the work of clearing traffic safety corridors and ensuring urban order, Vinh City has implemented many peak periods since the beginning of the year. Vinh City Police have punished 11,408 cases, collecting over 4.29 billion VND for the State Treasury.
The People's Committees of wards and communes confiscated 1,628 billboards, 972 tarpaulins, mobile roofs, 764 tables, and 1,916 chairs. At the same time, they recorded 1,601 administrative violations, including 1,337 cases in the field of traffic safety and order, 264 cases in the field of environmental sanitation, with the amount of money collected for the budget being over 900 million VND.
Vinh City People's Committee also implemented lane separation, traffic flow separation, and installed signs restricting traffic and prohibiting stopping and parking on many traffic routes in the city, in order to limit traffic congestion and handle traffic "black spots".

Based on the opinions of delegates attending the conference, Mr. Tran Ngoc Tu - Deputy Secretary of the City Party Committee, Chairman of the Vinh City People's Committee said that the responsibility of some departments, branches and localities for firecracker prevention and control is still limited. Therefore, it is necessary to strengthen management and inspection measures to combat and strictly handle violations, thereby raising awareness and creating high consensus among the people.
Sectors and localities need to step up the work of clearing traffic safety corridors and ensuring urban order. Together with forces in wards and communes, the Traffic Safety Rapid Response Team needs to step up inspection and handling activities; propose traffic organization during rush hours regarding no-stopping, no-parking, and one-way street bans on some routes to prevent traffic congestion.
The Chairman of Vinh City People's Committee emphasized that in implementing solutions, it is necessary to operate and effectively exploit the camera system to provide images of fireworks violations, as well as to ensure urban order.
