When the Party encourages and protects cadres to 'cross the line' without self-interest

The Party needs to have a mechanism to protect cadres who boldly "break through the fence" and propose breakthrough policies for common development with pure and non-profit motives.

Last weekend, on behalf of the Politburo, Mr. Vo Van Thuong - Standing member of the Secretariat signed and issued Conclusion No. 14 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good. This policy aims to strongly arouse the sense of responsibility, the desire to contribute, the spirit of innovation, and wholeheartedly serving the people of the cadre team.

Previously, on July 28, General Secretary Nguyen Phu Trong signed and issued Regulation No. 22-QD/TW on the Party's inspection, supervision and discipline work, emphasizing: Inspection and supervision work not only promptly detects violations but also discovers new, positive factors to promote and protect what is right, protect good people, cadres who dare to think, dare to do, dare to take responsibility, dare to make breakthroughs for the common good.

Thus, the policy of encouraging and protecting "6 dares" cadres - a very new content in the Resolution of the 13th National Party Congress - has been officially concretized, paving the way for the policy to become a legal regulation, creating a legal basis for replicating models and breakthrough solutions in the fastest way.

So, what are the “6 dares” of cadres: They are the ones who dare to think, dare to do, dare to speak, dare to take responsibility, dare to break through, be creative and dare to confront. Simply put, these are cadres who are bold enough to “break through barriers”, put forward breakthrough policies for the common development, with pure motives, not for personal gain, and the Party needs a mechanism to protect them.

At historical moments, historical people are needed. In the period before Doi Moi 1986, the then Secretary of the Ho Chi Minh City Party Committee, Mr. Nguyen Van Linh (later General Secretary), had "broken the rules" to pilot the abolition of the centralized subsidy mechanism, giving autonomy to enterprises, creating great movements, a breakthrough for the city's economy.

Now, when the Covid-19 pandemic is raging, facing unprecedented difficulties and challenges, we are witnessing many local leaders daring to "break the rules" and make bold decisions, such as the leaders of Kien Giang province solving the problem of essential goods circulation; the leaders of Ca Mau province proposing to support electricity and water bills for people affected by the epidemic, or most recently, the leaders of District 7 and Cu Chi district (HCMC) have pioneered these two localities to take the lead in controlling the epidemic with many creative measures...

That “boiling water, burning fire” situation also witnessed cadres waiting, relying, not daring to do, not daring to decide. And there are also many cadres standing at a crossroads, wanting to do to solve new requirements but being stuck in policy mechanisms. Therefore, the most certain way is not to do, then there will be no mistakes. Therefore, when the Party “gives the green light”, unties the knot, cadres will be more confident, more steadfast, bold in innovation, breakthroughs for the development goals of the locality as well as of the country.

But daring to think, daring to do, daring to break through does not mean taking risks, doing things without reporting, 'cutting first and reporting later'. Taking advantage of innovation and creativity to bring benefits to oneself and interest groups... The reality of major economic cases in recent times shows that many local leaders, especially in big cities, were tried for "lack of responsibility, causing serious consequences". Even though they were not tried for corruption or bribery, people still saw in them the "shadow" of personal interests and group interests.

The answer was clearer in the conclusion of the Politburo. In innovation and creation, there may be certain mistakes, but if those mistakes are not intentionally caused by the person himself for personal gain, it is easier to sympathize and accept than those who hide under the guise of "innovation" to commit corruption and personal gain.

Conclusion No. 14 of the Politburo clearly states: Proposals for innovation and creativity by cadres must be reported to the heads of Party committees, authorities, agencies and units where they work; and be considered and decided upon by competent authorities for implementation or pilot implementation, ensuring that they do not violate the Constitution and the Party Charter. Party committees, Party organizations, heads and collective leadership of agencies and units must pay attention to supporting resources and creating favorable conditions for cadres to implement them.

When a pilot officer fails to achieve or only partially achieves the set goals or encounters risks or damages, the competent authority must promptly identify the objective and subjective causes, make an impartial assessment to consider and handle appropriately. If the implementation is in accordance with the policy, has pure motives, and is for the common good, then the responsibility can be considered for exemption or reduction.

The Politburo's conclusion also proposed commendation and appropriate rewards; priority should be given to the arrangement and use of cadres with innovative thinking, breakthrough, creative and highly effective working methods.

On the way to the goal of building a developed, high-income Vietnam by 2045, we must overcome many difficulties and challenges, both immediate and long-term. On that path, we need a leadership team that is “unchangeable, adaptable to all changes” as President Ho Chi Minh wished. The Party needs to encourage and protect them in their decisions to innovate and create, with a pure heart, putting the interests of the nation and people above all, first and foremost./.
