Cried in court when convicted of bringing fish sauce to harass commune headquarters

Feeling resentful that her work was not being resolved according to her rights, Hue continuously brought fish sauce to the commune headquarters to cause trouble.

On November 20, the Hanoi People's Court opened an appeal trial of Do Thi Hue (born in 1972, residing in Phung Thuong commune, Phuc Tho, Hanoi) for the crime of "Disturbing public order". The trial was opened following the defendant's appeal.

According to the investigation records, in 2016, Do Thi Hue repeatedly went to the headquarters of the People's Committee of Phung Thuong commune to request the Phung Thuong commune government to resolve previous compensation for site clearance and resolve the family's inheritance dispute.

Considering that the matters requested by the defendant were not within its jurisdiction, the People's Committee of Phung Thuong Commune explained and instructed Hue to go to the relevant authorities to file a complaint. However, this woman did not follow the instructions and continued to curse and threaten the commune officials.

With the above illegal act, on November 16, 2016, the Chairman of the People's Committee of Phung Thuong commune issued a decision to administratively sanction Hue for disturbing public order.

However, after being punished, the defendant did not stop causing disturbances at the local government headquarters.

Typically, on the morning of March 23, 2017, the defendant brought 4 glass bottles of fish sauce and stormed into the office of the land officer of Phung Thuong commune and shouted loudly. Afterwards, Hue also smashed the fish sauce bottles right at the commune People's Committee.

In response to Hue's actions, the authorities prosecuted the defendant for disturbing public order and applied measures prohibiting her from leaving her place of residence.

However, on the morning of May 10, 2017, Hue stormed into the office of the Chief of Police of Phung Thuong Commune, demanding a copy of the petition in which the defendant accused a person who had injured Hue, but it was not approved. Angry, the defendant did not hesitate to curse the Chief of Police of the Commune.

Then, Hue picked up the drinking cup and smashed it hard on the glass table, causing porcelain shards to fly and causing minor injuries to the Chief of Police of Phung Thuong Commune.

After that, the Investigation Agency arrested Hue.

Due to the continuous disorder at the People's Committee of Phung Thuong Commune, on September 22, 2017, at the first instance trial, the People's Court of Phuc Tho District decided to impose a 24-month prison sentence on Do Thi Hue. Believing that the first instance verdict was too harsh, the defendant appealed for a reduced sentence.

At today's appeal hearing, the defendant cried continuously because he believed what he did was not wrong and hoped for review.

After deliberation, the Hanoi People's Court of Appeal found that there was no basis to accept the defendant's appeal, so the panel decided to reject the appeal and maintain the same sentence and charge against Do Thi Hue of 24 months in prison./.
