(Baonghean.vn) - Having been administratively punished 4 times by the Environmental Police Department for illegal sand mining, the two subjects continued to re-offend.

On July 5, the Environmental Police Department (Nghe An Provincial Police) announced: It has just issued a decision to prosecute the case, prosecuting 2 defendants in Project 618CS for violating regulations on resource exploitation.

Previously, at 0:15 a.m. on June 11, 2018, on Lam River in Khanh Son 2 Commune, Nam Dan District, the Environmental Police Department successfully broke up Project 618CS and arrested two subjects: Nguyen Khac Nham (born in 1992) and Tran Van Hoa (born in 1989), both residing in Hamlet 9, Hung Lam Commune, Hung Nguyen, who were illegally mining sand.

At the time of arrest, both subjects did not have a mineral exploitation license as prescribed. Nguyen Khac Nham's boat, number NA-6148, was carrying about 51m3sand, and Tran Van Hoa's boat, number NA-6041, is holding more than 80m3sand. The area where the two subjects' boats were operating is an area where mineral resource exploitation is not allowed.

Previously, the two subjects were administratively fined 4 times by Hung Nguyen District Police and the Environmental Police Department for illegal sand mining, with a total fine of 40 million VND.

According to the subjects' confessions, sand mining on Lam River takes place day and night, mainly at night to avoid detection by authorities. Each day, the subjects' boats mine more than 100m.3 sand.

According to the leader of the Environmental Police Department, in June 2018, the unit fought and arrested 11 cases of illegal sand and gravel mining, successfully breaking 2 special cases, prosecuting 3 cases, and 3 defendants.

Illegal sand and gravel mining mainly takes place on Lam and Hieu rivers. The most active, large-scale and large-scale mining is mainly on Lam river from Vinh city to Thanh Chuong district.

Illegal sand and gravel mining activities often take place at night and on holidays. To deal with the authorities, boats are equipped with high-powered engines to both suck up sand and gravel faster and to be ready to run away when discovered.
