There should be clear regulations on livestock farming in inner cities.

With 8 chapters and 65 articles, the draft Law on Livestock aims to establish a legal framework to regulate social, economic, environmental and food safety relations; promote the development of livestock production, create more jobs and increase income for people.

The Law also regulates management in the fields of livestock breeds, animal feed, and livestock activities.

At the conference, delegates focused on discussing and clarifying issues related to the scope and subjects of regulation, feasibility and impact of the law on economic development... such as: applying industrial livestock farming technology, disease control, closed-chain production...

In particular, delegates also pointed out that the draft Law on Animal Husbandry still has contradictions in regulations on animal husbandry in inner-city areas.

Specifically: “Article 7 stipulates that livestock farming is not allowed in urban areas or inner-city areas. Meanwhile, Article 38 stipulates that the provincial People's Committee shall submit to the People's Council regulations on areas within urban areas and inner cities where livestock farming is allowed, and concentrated livestock farming in residential areas.”

Representatives proposed that this policy should be clear and specific in the draft Law on Animal Husbandry.

Opinions also mentioned issues such as: Considering livestock breeds and animal feed as a commodity product and having to manage according to the Law on Product Quality through standards and regulations, presenting documents for all types of business products.

Need to issue standards for organic products

The Law on Cultivation Project with 7 chapters and 82 articles covers a wide range of fields from plant varieties, fertilizers, cultivation, harvesting, trading, preliminary processing, processing, etc.

Commenting on this draft law, delegates suggested clarifying the following contents: the definition of key crop varieties and regulations on crop variety management. In particular, the draft law needs to provide clearer regulations on local purebred crop varieties to preserve genetic resources.

Opinions also said that the purchase, sale, preservation and processing of agricultural products is an important step to increase the value of the agricultural sector, so the draft law needs to clearly and strictly regulate the use of pesticides and fertilizers in the agricultural process, such as the type of drug and the level of use, to avoid widespread and uncontrolled use.

Organic farming is a major orientation in agriculture, effectively serving the restructuring of the industry, helping to increase the value of products, and at the same time improving the lives of farmers.

Therefore, the delegates' opinions suggest that we should consider adding regulations that are decisive for organic agriculture, such as issuing standards on organic products, product recognition, labels, business support, etc.

In addition, from reality, the refrain of "rescuing" agricultural products, many opinions say that it is necessary to combine production, preservation, processing and market into one system.
