Do not avoid, strictly handle violations in personnel work

On the morning of August 14, the Provincial Party Committee's Internal Affairs Committee held a conference to evaluate the results of two and a half years of implementing the Resolution of the 18th Provincial Party Congress, the Resolution of the 12th National Party Congress; and five years of implementing Resolution No. 26/NQ/TW of the Politburo on Nghe An in the field of National Defense and Security.

Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee attended and directed the conference. Attending were representatives of the Party Committee of the Provincial People's Committee; the Party Committee of the Public Security, the Party Committee of the Military; the Party Committee of the Border Guard, the Provincial Fire and Rescue Police, and representatives of the following sectors: the People's Procuracy, the Court, the Civil Judgment Enforcement Department; the Provincial Inspectorate; the Religious Affairs Committee, the Customs Department, the Forest Protection Department, the Market Management Department, the Department of Justice... and the Secretaries of 21 districts, cities and towns.

Reporting at the conference, the leader of the Internal Affairs Committee said that after 2.5 years of implementing the Resolution of the 18th Provincial Party Congress, the Resolution of the 12th National Party Congress, and 5 years of implementing Resolution No. 26/NQ/TW of the Politburo, the political security situation in the province continued to be maintained, the GRDP growth rate was higher year after year, and the economic structure shifted in a positive direction. Nghe An is the leading province in the country in terms of communes meeting the New Rural standards (181/431 communes).

The province has well organized the construction of defense zones, built secure bases, been ready to fight, firmly protected the airspace, sea areas, and borders, and fought to defeat the plots and sabotage activities of reactionary elements. It has not allowed the formation of opposition political organizations, terrorist and sabotage activities, fought to eradicate many dangerous criminal gangs and groups, drug trafficking and trafficking lines in large quantities, effectively fought against economic, positional and environmental crimes, etc. The situation of internal security, culture, ideology, rural and urban security, and economic security is basically stable.

The conference also assessed that although there are no large-scale criminal organizations operating in the mafia style, the trend of violence and gangs is increasing. Some crimes occur frequently such as property theft, intentional injury; drug crimes are still complicated, and economic, positional, and environmental crimes and violations of law still have great potential.

The security and order situation in some places and areas is still potentially complicated, especially in religious security, activities of reactionary and opposing organizations and individuals, drug crimes, and violations of environmental laws. The work of receiving people and resolving complaints and denunciations in some places has not received proper attention and direction, and has not been thoroughly resolved, leading to prolonged complaints, denunciations, recommendations, and reflections, and cases of going beyond the level of authority still occurring.

The quality of inspection and examination of some cases is not high, the number of cases transferred to criminal proceedings is still low, especially in the fields of investment, land, construction, exploitation of resources, minerals, environmental pollution, etc. The movement of the whole people to protect national security in some localities is not strong, and the strength of the political system and the people has not been mobilized to participate in preventing and combating crimes and law violations.

Concluding the conference, comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee assessed that the leadership of the Party Committees at two levels on National Defense - Security work was quite comprehensive, focused and key. The situation of National Defense - Security in the province in the past time was basically stable. Localities have grasped, forecasted and controlled the social order and safety situation well in the past time despite the extremely complicated area. Preventive solutions have been deployed effectively with a comprehensive and proactive spirit.

The Deputy Secretary of the Provincial Party Committee also pointed out the shortcomings and limitations of some localities that are still confused in leadership and direction, specifically in the work of national defense and security, some localities still delegate everything to the police and military forces. They are slow to handle arising problems, have not controlled the situation, and the handling policy is still confused. Some problems have existed for a long time without a thorough solution. Some civil cases, cases, and execution of judgments have been prolonged. Therefore, there must be a clear and appropriate solution to resolve them.

The reason is that in addition to the specific issues of the locality, the implementation of the leadership method is not correct. “The leadership method is extremely important, but some localities still do not do a good job of propaganda and mass mobilization. We go with the people, listen to the people, speak so that the people listen and understand their hearts. The responsibility and exemplary role of cadres and party members are extremely important,” said the Deputy Secretary of the Provincial Party Committee.

In the coming time, localities and sectors need to do a good job of forecasting and understanding the situation. Leadership must be immediate, decisive and accurate. Implementing the 4 on-the-spot motto well, we must overcome the situation of waiting and relying on superiors.

Areas and issues that are likely to arise from complications must be handled seriously; mobilization of forces must be in accordance with regulations, in accordance with the people's ability to contribute, and the important thing is the people's consensus. Building a strong and comprehensive armed force, effectively fighting against all types of crimes, creating trust and love for the people in the daily work process. Do not avoid issues of violations in personnel work and negativity.

Besides, it is necessary to rectify discipline and administrative discipline in agencies, improve the quality of task performance, and strictly handle violations of the law and Party regulations.

“The viewpoint of the Provincial Party Standing Committee and the Provincial Party Standing Committee is that if any is discovered, it will be strictly handled, without cover-up or tolerance for any individual. We will direct the resolution of issues related to land and construction, tighten land auction work, monitor and detect cases and violators during the land auction process, especially in special areas,” Comrade Nguyen Van Thong affirmed.
