(Baonghean) - The review work in the spirit of Resolution 4 of the Central Committee (term XII) was seriously implemented by Thai Hoa Town. Existing issues and obstacles were thoroughly discussed and exchanged, clarifying the responsibilities of leaders and individual party members.

Based on careful preparation and responsibility, Thai Hoa town has carried out a review in accordance with the spirit of Resolution 4 of the Central Committee (term XII) in the correct order of "top first, bottom later", collective first, individual later. At the collective review conference, there were many contributions, with carefully prepared content, in the spirit of frankness, seriousness, sincerity, solidarity, openness, receptiveness and constructiveness, aiming to focus on clarifying the manifestations in the town Party Committee and in the Standing Committee of the Town Party Committee.

Through discussion, each member of the Standing Committee clearly recognized the problems and manifestations that have existed for a long time, such as: Organizing the study of resolutions; Public administration reform; State management of land and site clearance; Implementation of personnel procedures for promotion and appointment of cadres; Criticism, self-criticism, evaluation and classification of cadres, collectives, individuals...

Through review, there are still 17 manifestations in the Party Committee, of which group I on ideological and political degradation has 9 manifestations, group II on moral and lifestyle degradation has 7 manifestations, group III on "self-evolution" and "self-transformation" manifestations has 1 manifestation.

Each content is clearly indicated in terms of level, specifically analyzed and associated with specific "addresses". For example, in the Party Committees of Quang Tien, Quang Phong, Long Son wards and Nghia My commune, there are times and places where there are signs of unhealthy campaigning, influencing, and soliciting votes, votes of confidence, and votes of recommendation for individuals, most clearly in the election of People's Council delegates at all levels for the 2016-2021 term. Or in the Party Committee of the City Party Committee, there are some party members who still have mild signs in the content of Group I, participating in sideline stories at conferences, or expressing personal opinions on social networks but unintentionally following conflicting information and distorted perceptions.

Or like the Party Committee of Nghia Thuan commune, there are still some party members participating in gambling, some party members violating ethical, family and social standards, violating things that party members are not allowed to do; the Party Committee of Tay Bac Nghe An General Hospital has party members falling into social evils, using drugs...

Similarly, the Standing Committee of the City Party Committee also seriously acknowledged and identified 8 manifestations, including 5 manifestations of ideological and political degradation, 3 manifestations of moral and lifestyle degradation, and no manifestations of "self-evolution" or "self-transformation". The causes of the limitations and shortcomings were clearly identified, solutions were proposed to overcome them, and responsibilities were assigned to each member of the Standing Committee for the related manifestations according to each group and field assigned to them that the collective had previously identified.

Comrade Tran Khanh Son - Head of the Organizing Committee of the City Party Committee said: "From the guiding perspective of the Standing Committee of the City Party Committee, we do not "criminalize" issues to avoid forming hot spots after the review. During the review process at grassroots party organizations, there is no time limit, focusing on dissecting and clarifying outstanding issues so that each individual party member is aware of the existence and has a direction to overcome them, avoiding setting a precedent in the future."

Timely correction

At the Tay Hieu Commune Party Committee, each manifestation identified by the collective is associated with each Party cell, each cadre, and Party member involved. That is, the Party cells of Hieu Thanh, Hung Loi, and Phu An hamlets still have Party members who have shortcomings in speaking at other conferences and outside of other conferences; the Party cells of Phu Cuong and Thong Nhat hamlets lack unity in direction and management; the Party cells of Tay Hieu Primary and Secondary School also show signs of "achievement disease", raising students' scores, some Party cells and organizations propose year-end rewards that exceed the allowed targets...

Comrade Kieu Dinh Lam - Secretary of the Commune Party Committee said: “After the review, Tay Hieu identified a number of tasks that needed to be done immediately, which were issued by the Party Committee as a separate directive to the subordinate Party cells. Up to now, these contents have basically been rectified, creating positive changes and positive public opinion among Party members and the masses. We will continue to closely follow the plan to overcome the proposed manifestations, focusing first on rectifying the awareness of studying the resolution and working hours of the commune's cadres and civil servants."

In the central ward of Hoa Hieu, according to comrade Nguyen Manh Hung - Secretary of the ward Party Committee: Based on the desire to closely review the issues arising in the locality, the Party Committee has suggested a general review for the entire Party Committee, especially the Party members in 12 residential Party cells. Accordingly, it is pointed out that what Party members currently lack and are weak in is the pioneering and exemplary spirit in building a cultural life in residential areas, building a civilized urban ward, participating in meetings in the bloc, unions, etc. so that they are less confused and more accurately identify the shortcomings.

With the concept that pointing out shortcomings is not difficult, the Party Committee of Hoa Hieu Ward has specifically named the Party cells that still allow violations to occur such as: Party cells of Tan Thang, Lien Thang, Tan Lien, Tan Thanh blocks,... allowing illegal construction to occur; Kim Tan, Tan Phu blocks still have the situation of encroaching on the roadside, dumping garbage in the wrong place; The Ward People's Committee is still negligent in allowing a forest fire to occur at Khe To hill, Tan Thang block... The ward leaders resolutely directed relevant departments to resolve outstanding work, pay attention to resolving petitions, receiving people, amending working methods, contributing to effective administrative reform.

Overall assessment of the review work, comrade Pham Quang Toan - Standing Deputy Secretary of the City Party Committee said: The Party Committees have implemented it seriously, in accordance with the process, ensuring time, progress and meeting the set requirements.

However, he also pointed out 5 things that need to be done for the Thai Hoa Party Committee, including: “First, continue to widely disseminate the contents of the Resolution, the results of self-criticism and criticism of organizations and individuals so that cadres, party members and the masses know, monitor and follow. Second, promptly resolve outstanding issues. Third, include the implementation of the Resolution's contents in the supervision and inspection programs of Party committees at all levels. Fourth, develop, supplement and amend the system of regulations, rules and working procedures of Party committees, agencies and units to overcome the identified limitations and shortcomings and finally, most importantly, it is necessary to link the implementation of the 4th Central Resolution with Directive 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's thought, morality and lifestyle, contributing to firmly consolidating the Party's ideological foundation in each cadre, party member and each party organization.
