Inspecting administrative reform work in Nam Dan district
(Baonghean.vn) - Through the inspection of administrative reform work, in addition to acknowledging the drastic direction of Nam Dan district, the Department of Home Affairs also requested the district to continue to pay attention to implementing a number of tasks, focusing on solutions to improve the responsibility of performing public duties of civil servants, especially at the grassroots level.

Implement the work programadministrative reformOn the afternoon of October 26, the Department of Home Affairs had a meeting with the People's Committee of Nam Dan district regarding the results of the inspection of local administrative reform work in 2021 and the first 6 months of 2022. Comrade Tran Quoc Chung - Deputy Director of the Department of Home Affairs chaired the meeting.
Before the working session this afternoon, the Department of Home Affairs established a working group to inspect administrative reform work in Nam Dan district at the specialized departments of the district People's Committee and the department receiving and returning results according to the "one-stop" mechanism of the district.

At the meeting, based on the inspection, the working delegation of the Department of Home Affairs acknowledged the attention and direction of the district's leadership and administrative reform work. The District Party Committee issued a specialized resolution to promote administrative reform in the district for the period 2021 - 2025, with a view to 2030.
On that basis, the District People's Committee develops an implementation plan; especially the decisive leadership role of the head of the district government; the proactive advisory role of the Department of Home Affairs and the responsibility of reviewing administrative procedures of the district-level specialized departments.
Review results, out of a total of 272administrative proceduresunder the jurisdiction of the District People's Committee were reviewed, reducing the processing time of 73 administrative procedures.

Regarding the handling of affairs of people and businesses, the districtNam Danis the unit that early implemented the construction of a department to receive and return results according to the "one-stop" mechanism in a modern, synchronous direction, creating convenient, public and transparent conditions in receiving and processing administrative procedures for people and businesses.
The work of management, recruitment, use, training, fostering, appointment, transfer, rotation, and job position change for civil servants and public employees is closely and methodically implemented and has had positive impacts.

Nam Dan District has also actively promoted the application of information technology in leadership, direction, administration and management at all levels. The District has applied and deployed the VNPT I-office management software to all departments, offices and units under the District People's Committee, the People's Committees of communes and towns, and accordingly, the issued documents have been digitally signed, exchanged and processed on the VNPT I-office software.
Updated 451 administrative procedures to the online public service system; including 143 level 4 administrative procedures; 52 level 3 administrative procedures; 256 level 2 administrative procedures.

In addition to the determination, through the inspection, the Department of Home Affairs also pointed out a number of issues that the district should continue to pay attention to and direct. That is, the propaganda work on administrative reform has not had many new forms; the archiving of administrative procedure records still has some incomplete records.
The implementation of assigned tasks with deadlines in some departments is still slow. Through random inspection of 182 documents assigned with deadlines for processing in specialized departments of the District People's Committee, 12 documents are behind schedule, accounting for 6.6%. Some departments, offices, and units under the District People's Committee and Commune People's Committees have a rate of electronic document signature that has not reached over 90% according to the target of the province and district.

To continue to create a shift in administrative reform, in addition to focusing on overcoming the above-mentioned issues, the Department of Home Affairs also requested the People's Committee of Nam Dan district to strengthen the direction and inspection work, promote the responsibility of heads of specialized departments at district and commune levels in administrative reform, handling administrative procedures for people and businesses; have solutions to prevent manifestations of harassment and abuse in the performance of public duties by civil servants, especially at the grassroots level./.
