During the recent working trip to grasp the implementation of "3 on-site" of the Provincial Federation of Labor, Hoa Sen Nghe An One Member Co., Ltd. was evaluated as one of the units that did a very good job in epidemic prevention. Specifically, from July 2021 to present, all employees leaving the centralized accommodation area of this enterprise must declare and review their travel schedule and contact history before returning, to ensure that they are not related to epidemic areas, infected cases, or suspected cases. After the Covid-19 test by RT-PCR method gives a negative result, the employee is taken to a separate quarantine area in the company for 21 days, and continues to be tested for Covid-19 by RT-PCR method once a day before being allowed to enter the accommodation area.

Not only controlling the input, all employees staying in the factory are tested periodically using the RT-PCR method once a week. For high-risk workers such as security guards, warehouse workers, etc., internal rapid testing using the Company's self-imported kit is performed once a day.
According to the company's leaders, to ensure safety during the epidemic, businesses need to strictly implement epidemic prevention as in the "Directive 16+". Specifically, divide many small accommodation areas according to each department and according to groups with different risks of Covid-19 infection, each area has about 50-60 people, using separate dining areas, bathing and washing areas, and not in contact with other accommodation areas; In each accommodation area, continue to divide rooms according to production lines and shifts to minimize the spread of the epidemic in case of risk, workers in each production line stay on the same production line, each shift stay on the same shift; Implement Covid-19 epidemic prevention measures according to the recommendations of the Ministry of Health on masks, disinfection, keeping distance, checking temperature twice a day; Organize meals in each room and divide bathing and personal hygiene hours to minimize contact.

Grasping the implementation situation at a number of large enterprises in the area, comrade Kha Van Tam - Member of the Provincial Party Committee, Chairman of the Provincial Labor Federation, worried: "Besides the units with high awareness, responding well to the epidemic developments and implementing the epidemic prevention and control work in a methodical manner, there are still many units that have not seriously invested in this content. The control of external factors is not strict, the arrangement of eating and sleeping places for workers is still confusing, there is still a situation of organizing meals together with hundreds of people at the same time, there are no partitions on the dining table, no separation of routes for production shifts, no support to improve nutrition for workers...".

Discussing the difficulties from the business side, the Head of Human Resources Department of SangWoo Vietnam Co., Ltd. said: “When implementing “3 on-site”, we encountered some difficulties in picking up and dropping off workers according to the model of “1 route, 2 destinations”, the factory area is limited so we cannot arrange accommodation for 100% of the workers, the kitchen contractor has not been able to meet the richness of the menu... Organizing on-site accommodation is okay in the short term, but in the long term, workers will be constrained, their spiritual life will not be guaranteed, leading to a lack of interest in “3 on-site”…”.
After applying “3 on-site” in their units, many businesses expressed concern about having to maintain this plan for a long time. Because when applying “3 on-site”, the business operating budget increases with all kinds of costs: Management costs, costs of purchasing equipment to serve accommodation needs, costs of regular testing, costs of support outside of workers’ salaries...
