IMPROVING THE QUALITY OF PROBLEM RESOLUTION

In Nghe An province, in recent years, the number of civil and administrative cases, complaints and denunciations has been relatively large, complicated and prolonged. The situation of complaints and denunciations to many levels and sectors, posted on mass media, social networking sites, especially cases related to the land sector... has affected the situation of social security and order, solidarity among the people, and the effectiveness and efficiency of State management.

The Provincial People's Committee, the Provincial People's Procuracy, and the Provincial People's Court have coordinated to resolve many complicated and prolonged cases; handling the nature and focus of the cases correctly. In the work of receiving citizens and handling petitions, specialized agencies under the Provincial People's Committee have coordinated and consulted the Provincial People's Court and the Provincial People's Procuracy on complicated cases to resolve them completely, avoiding overlapping, prolonged complaints, and cases going beyond the level.

However, in some cases, the implementation of duties of some administrative agencies, courts, and procuracies has not fully performed its functions and duties, leading to the prolongation of the case. One of the reasons is that the awareness and responsibility of some leaders are not complete, there is no unified leadership and direction, ineffective coordination, lack of a mechanism to handle the nature of the case thoroughly, and slow provision of documents as requested by the responsible agency.

On that basis, the Party Committee of the People's Committee, the Party Committee of the People's Court and the Party Committee of the Provincial People's Procuracy agreed to strengthen coordination to improve the quality of case settlement through signing the Coordination Regulations in the settlement of administrative and civil cases, complaints and denunciations.

The Regulation stipulates the principles, methods, contents and responsibilities of coordination between the Party Committee of the Provincial People's Committee and the Party Committee of the Provincial People's Court, the Party Committee of the Provincial People's Procuracy in leading and directing the People's Committee, the People's Court, and the People's Procuracy at all levels of Nghe An province to perform their tasks when handling administrative cases, civil cases and complaints and denunciations in the province.

The contents of coordination include: Coordination in leadership and direction in handling administrative cases and civil cases; Coordination in handling complaints and denunciations; Coordination in propaganda, dissemination and education of administrative and civil procedural laws; dissemination of regulations; Coordination in directing and urging the enforcement of effective judgments and decisions of the Court.

The three units will also coordinate in receiving and processing applications; determining the authority to resolve; exchanging information, providing documents and evidence; handling difficult situations and problems in coordinating the provision of documents and evidence; applying temporary emergency measures and coordinating in supporting funding for the activities of the Court and the Procuracy.

CONTRIBUTING TO THE IMPLEMENTATION OF THE RESOLUTION OF THE PROVINCIAL PARTY CONGRESS

Speaking at the Conference, Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee emphasized that in the past time, the coordination between the Provincial People's Committee Party Committee with the Provincial People's Court Party Committee, the Provincial People's Procuracy Party Committee in leading, directing, resolving administrative cases, civil cases and resolving complaints and denunciations has been quite good.

However, Nghe An is a large area, with a large number of administrative and civil cases, complaints and denunciations from the people, especially in the land sector. Up to now, there are still many cases that have been prolonged and have not been resolved. The coordination between the three units still has certain shortcomings.

Comrade Nguyen Duc Trung emphasized that, in the face of the increasingly high demands of judicial reform, the requirements of Party committees at all levels in improving the quality of handling complaints and denunciations, public reception, the quality of handling cases, and implementing regulations, the issuance of coordination regulations between the three units is extremely necessary.

In addition, the Resolution of the 19th Provincial Party Congress sets a very high development target for the province in the coming period, with a growth rate of 9.5-10.5%. By 2025, Nghe An strives to become a fairly developed province in the Northern region, and by 2030, to become a fairly developed province in the whole country.

To achieve the above goal, in economic development, the province will have to strengthen and focus on attracting investment projects. In that process, the province will have to carry out compensation and site clearance work, so it is difficult to avoid the occurrence of cases related to complaints and denunciations. Therefore, the promulgation of coordination regulations will contribute to resolving cases and lawsuits more conveniently and effectively in the coming period.

The Chairman of the Provincial People's Committee also said that the regulations have clearly defined the scope of regulation, coordination methods, coordination content, responsibilities of units, etc. However, the most important thing is the process of organization, implementation and responsibilities of each agency and unit. Thus, the new regulations can truly promote their effectiveness in practice. Thereby, contributing to the overall development of the province in the coming time, achieving the highest results of the goals and targets set out in the Resolution of the 19th Provincial Party Congress./.
