Accordingly, the district has promptly consolidated and arranged grassroots Party organizations according to the regulations of the superiors. Implementing the rotation of cadres of departments, branches, and district-level units in the spirit of the Central Resolution 4, Resolution No. 02 - NQ/TU, dated March 15, 2016 of the Nghe An Provincial Party Executive Committee "On rotation and transfer of leaders and managers for the period 2016 - 2020", in accordance with the situation of the district.

During the period 2015-6/2018, Ky Son promoted, appointed, reappointed 52 comrades and transferred 59 comrades who were officials of district-level departments, agencies and school managers. Rotated 07 officials who were heads and deputy heads of district-level departments, agencies and agencies to hold the positions of Party Committee Secretary and Deputy Secretary - Chairman of the People's Committee of 6 communes.

After half a term of implementing the resolutions of the Party Congresses at all levels, grassroots Party organizations in Ky Son district have effectively implemented Resolution No. 22 - NQ/TW dated February 2, 2008 of the 6th Conference of the 10th Central Executive Committee; Resolution No. 09 - NQ/TU dated March 13, 2012 of the Provincial Party Committee on "Improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members", and "Project to improve the leadership capacity and fighting strength of grassroots Party organizations in Ky Son district for the period 2016 - 2020" of the Standing Committee of the District Party Committee.

Effectively implement the Resolution of the 6th Central Conference, Session XII "Some issues on continuing to innovate and reorganize the political system to be streamlined, effective and efficient". In addition, Ky Son district has gradually innovated the leadership method of the Party Committee and grassroots Party organizations in the direction of focusing resources on the grassroots. The work of planning cadres has been carried out with quality, combined with training and fostering, improving the professional qualifications and political theory of key grassroots cadres. The quality of cadres and party members has been gradually improved; the development of new party members has focused on improving the quality, paying attention to developing young party members, female party members, and ethnic minorities.
Amending the "Regulations on decentralization of cadre management" and "Regulations on appointment, nomination, reappointment, resignation, dismissal, removal from office, transfer and rotation of cadres, civil servants and public employees in Ky Son district".
Directing grassroots party organizations to review and supplement the planning of cadres, leaders and managers of Ky Son district for the 2015-2020 term; building a planning of cadres, leaders and managers of Ky Son district for the 2020-2025 term according to regulations.
The quality of staff is increasingly improved, the staff is younger, the proportion of female staff and ethnic minority staff is increasingly high.

From 2015 to present, 257 comrades have been trained in political theory from intermediate level and above. Of which: 246 comrades are intermediate level, 11 comrades are advanced level. Regular training is organized for the team of Party committee members at all levels.
Up to now, 100% of district-level cadres have professional qualifications of intermediate level or higher; 65% have political theory qualifications of intermediate level or higher. 95% of commune- and town-level cadres and civil servants have professional qualifications of intermediate level or higher, of which 67% have university or college degrees or higher; 60% have intermediate level or higher political theory qualifications.
