Ky Son propaganda, prevention and monitoring to stop the buying and selling of fetuses
(Baonghean.vn) - In order to prevent and stop crimes of human trafficking, fetal trafficking, and newborn trafficking, recently, the Ky Son District Police force has increased propaganda and legal education to people in villages, especially the Khmu ethnic group, where many women go to China to sell fetuses.

(Baonghean.vn) - Speaking at the discussion session in the hall this morning during the 8th session of the 17th Provincial People's Council, Colonel Nguyen Huu Cau - Director of the Provincial Police Department raised the complicated and sophisticated situation of human trafficking and illegal credit.
Ky Son highland district currently has more than 7,000 people, mainly ethnic minorities such as Thai, Mong and Kho Mu. People's lives still face many difficulties; awareness of the law is limited, there are many backward customs, unemployment and labor surplus are still common.

This is one of the factors that criminals in general and human trafficking criminals in particular often take advantage of to lure, entice, and deceive women in difficult circumstances. In particular, in the past 2 years, in the mountainous district of Ky Son, there has been a situation of buying and selling fetuses.
LikeBaonghean.vnAs reported, the modus operandi of this type of crime is that they often seek out ethnic women, mainly Khmu, who are 6 to 8 months pregnant. Then, the subjects take the pregnant women to China through unofficial channels. After these women give birth, the children will be sold. Baby boys are sold for 40 - 50 million VND, baby girls are sold for higher prices, from 80 million VND or more.

According to Mr. Ha Van Thai - Chief of Police of Huu Kiem Commune, currently in the commune, 21 women have been discovered who have gone to China to sell their unborn children. The reasons are all due to the difficult material life of the people, secondly due to unplanned pregnancy, giving birth to many children, thirdly due to the restriction on selling pregnant women to China as a violation, so when one person goes successfully, many people in the village follow.
Ms. Moong Thi Oanh, born in 1985, in Huoi Tho village, Huu Kiem commune, Ky Son district, said: Due to many difficulties in family life, having many children, and at the time when her family needed money to treat her husband's illness, in March 2017, after hearing the recommendation of a younger sister, Ms. Oanh and many other women in the village went to the other side of the border in China, selling their newborn children to human traffickers.

Because the law does not yet stipulate penalties for the crime of buying and selling fetuses, the investigation and handling process is extremely difficult. Furthermore, the incident occurred in China. This is a huge problem that the authorities are trying to find ways to prevent but still encounter many difficulties.
To prevent human trafficking, fetal trafficking, raise awareness among people, not to assist and avoid the traps of new types of human trafficking crimes, Ky Son District Police have stepped up propaganda work in villages, in key communes of human trafficking crimes, communes with a large number of women going to China to sell fetuses and newborn babies in the district such as Huu Kiem, Chieu Luu, Bao Nam, Bao Thang, Pha Danh and Bac Ly.
According to Lieutenant Colonel Lo Van Thao - Deputy Head of Ky Son District Police, "As a force directly fighting against crime, in the past 2 weeks, we have stepped up propaganda work in 26 villages in 8 communes, areas where the Khmu people live. We also mobilized cases where both husband and wife have given birth and sold their children in China to sign a commitment not to repeat the act, and continue to review the villages where propaganda has been conducted, to have lists of pregnant mothers so that they can pledge not to sell their children."
Ky Son District Police also monitored 25 people who had previously bought and sold fetuses to prevent them from continuing to use this method to make a living.
