July 12, 1946 is a historical milestone ofPeople's PoliceVietnam. It was the day when the first generation of Security officers of the Vietnam People's Public Security were clever, creative, and brave in successfully solving the case at 7 On Nhu Hau Street (now Nguyen Gia Thieu Street, Hanoi), smashing the plan to carry out a counter-revolutionary coup by the "Vietnam Nationalist Party" in collusion with the French expeditionary army and Chiang Kai-shek's agents, which was planned to take place on the National Day of the French Republic (July 14). This feat made tens of thousands of our compatriots clearly see the savage crimes and the deceitful face of the Nationalist Party. From there, it contributed to raising the political awareness of the people; affirming the strength and prestige of the revolutionary government, the people increasingly trusted and supported the new regime.

On May 24, 2001, the Minister of Public Security signed a decision recognizing July 12, 1946 as the traditional day of the Vietnam People's Security Forces.

Along with the People's Security Forces of the whole country, the People's Security Force of Nghe An Public Security, right from its inception, despite facing numerous difficulties, challenges, and shortages, has not been afraid of sacrifice and hardship, always bravely and intelligently fought against counter-revolutionaries, and achieved many outstanding feats that contributed to the overall achievements of the Nghe An Public Security Force in the task of protecting and maintaining the revolutionary government. The first feat after its inception was to discover and crush the plot to establish a provisional "Nationalist Party Provincial Committee" in Nghe An, and to discover and arrest many dangerous Nationalist Party ringleaders.

During the 9 years of resistance against French colonialism, Nghe An Security Forces foiled the intelligence and espionage plots of the “French Navy Second Bureau”, discovered and captured most of the intelligence and spies operating in Nghe An. Discovered reactionary Party organizations, quelled counter-revolutionary riots in some complicated areas, and firmly protected the rear of the resistance.

After the Geneva Agreement was signed (1954) on restoring peace in Indochina, hostile and reactionary forces increased their activities against the socialist North. Nghe An Security Forces proactively deployed synchronous working measures, fought to prevent the enemy from forcing people to migrate to the South, strongly suppressed and crushed plots to incite riots and overthrow the government; discovered and arrested many groups and dozens of spy commandos who crossed the Vietnam - Laos border into Nghe An; crushed the "Northward Advance Plan" of the US imperialists and the Saigon puppet government, crushed the "King of Bandit Activities" case in Ky Son. Suppressed many reactionary organizations with plots to connect and collude with the US puppet government in order to overthrow the government from within.

During the destructive war of the US imperialists, overcoming the rain of bombs and bullets, the Nghe An Security Force was present in all key areas and fields; persistently sticking with the people, resourceful, bravely detecting and defeating the plots of espionage and intelligence activities, giving information to the US air force and navy to attack the North. Discovered and arrested dozens of spy commando groups in Ky Son, Tuong Duong, Anh Son...; discovered the spy case of Tran Dinh Hien, eliminated the plots to sabotage the government of the reactionary organizations "Patriotic Sacred Sword", "Stilt House Party"... Proactively deployed forces to firmly protect the headquarters, armed forces, warehouses, wharves, and protect the lives and property of the people. Also during this time, more than 430 officers and soldiers of Nghe An Police, of which more than 90% were officers and soldiers of the Security force, volunteered to support the Southern Security Force. 73 comrades heroically sacrificed for the cause of national liberation, contributing to further enhancing the glorious tradition of the People's Police force.

After the Spring Victory in 1975, the country was completely unified, the whole country moved towards socialism, the provincial security forces built and deployed many plans, projects, discovered and dismantled, neutralized many enemy bases. Timely detected and prevented the plot to establish the reactionary organization "Mong People's Democratic Front" in Ky Son in 1982 - 1984; discovered and arrested dozens of cases of organizing people to flee abroad. At the same time, promoted the mass movement to protect national security, resolutely fought to defeat the plot to conduct a "multi-faceted sabotage war" of hostile forces and reactionary exiles. Well organized the work of grasping the situation, promptly detecting, advising the Party Committee, the government and directly implementing working measures to ensure maintaining political security in the area in the context of the country facing numerous difficulties and challenges.

The country entered the period of innovation, the People's Security Force of Nghe An Public Security quickly innovated its thinking, organization, countermeasures and professional aspects. Early and accurate forecasts of plots and activities of all types of subjects, good staff work for Party committees and authorities in ensuring security and order, always maintaining the initiative to attack, actively preventing, building and synchronously deploying plans and measures, promptly detecting, fighting and defeating the "Peaceful Evolution" plot of the US and hostile forces, especially taking advantage of the policy of innovation, opening up, and international economic integration to conduct sabotage activities.

The work of fighting against reactionaries continued to achieve many outstanding achievements, including effectively detecting and fighting against the reactionary political organization known as the "Humanitarian Marxist Party", subjects in espionage and reactionary projects, exposing and neutralizing 20 cases of espionage activities for foreign special agencies; detecting, arresting and exposing many bandits; researching and exploiting enemy files to discover hundreds of cases of concealing personal background, surrendering to the right path, collaborators and secret agents of the enemy; exonerating hundreds of cases of cadres, party members and soldiers fighting in battlefields B, C, K whose names were smeared by the enemy; detecting and fighting against dozens of cases of Nghe An people working and working abroad participating in reactionary organizations of Vietnamese reactionaries in exile, including many cases of repatriation to their localities. Control and prevent extremist activities of all types of discontented subjects, fight to prevent and defeat the enemy's plot to take advantage of religion and ethnicity, and gradually consolidate the rural security and border security positions.

In the field of economic, cultural and ideological security, many projects and professional plans have been established and successfully fought, promptly preventing violations, and recovering billions of dong for the State...

Since 2011, hostile forces and exiled reactionaries have increased their direction, connections, and connections with political opportunists and opponents in the country and in the province to gather forces and conduct sabotage activities. Extremists and opponents in the area have actively met, gathered, and participated in establishing illegal associations and groups to expand their influence; increased the organization of seminars, training, and skills training in activities and sabotage against the government; actively sought to contact diplomatic agencies and extremist religious dignitaries to seek help and support; continued to take advantage of social networking sites to disseminate and propagate reactionary documents, calling on subjects to participate in reactionary forums and groups, especially before the time of Party Congresses, elections of National Assembly deputies, and People's Councils at all levels...

Faced with the above situation, the provincial Public Security force coordinated with the professional departments of the Ministry of Public Security to establish and effectively fight 16 professional plans, 13 special projects, arrest and neutralize dozens of reactionary subjects related to "Viet Tan", "CAMSA", "Block 8406"..., thousands of leaflets and leaflets. Typically, in 2011, 3 cases of "propaganda against the Socialist Republic of Vietnam" were prosecuted and investigated, 8 subjects were arrested and dozens of other related leads were clarified, and nearly 7,000 leaflets with reactionary content were distributed; in 2012, in coordination with the Laotian Public Security, a plot to cause riots in Laos was broken up, 8 Mong subjects in Nghe An, Dien Bien, Lao Cai participated in riots and bandit activities in Laos were arrested, and many subjects who fled to Ky Son district were hunted down...

In addition, the People's Security Force of Nghe An Public Security has promptly advised the Party Committee and the Government to stably resolve hundreds of complicated points of social security; effectively advised on the protection of economic security, cultural-ideological security, internal political security, etc., contributing to the forces in Nghe An Public Security to maintain political stability, effectively serving the cause of economic and social development of the province. In addition, it has actively and proactively carried out the work of grasping the situation in the peripheral areas, border areas, mountainous areas, and ethnic groups, promptly advising the Party Committee and the Government to stably resolve arising incidents. Proactively fighting, preventing and defeating the plot to take advantage of democracy and human rights issues for sabotage activities by hostile forces, gradually consolidating the people's security posture.

FRONTLINE ASSAULT

Nghe An province has the largest natural area in the country, of which ethnic minority and mountainous areas account for 83% of the natural area. This is home to nearly half a million ethnic minorities, distributed in 252 communes and 1,339 different villages and hamlets. Ensuring border security is extremely important in the socio-economic development of the province.

Throughout its 75-year history, the security officers of Nghe An Public Security have always received warm and sincere affection from the ethnic people of Nghe An. For a long time, the Mong, Kho Mu, Thai, Tho, O Du people... have considered them as their own family members. Putting aside their personal feelings, homesickness, the officers "eat, live, work and speak the same ethnic language" with the local people. Therefore, the treasure that each security officer receives is the warm and lasting affection; the tight handshakes of the people when they meet; the bright smiles of the children excitedly going to school... That is also a great motivation to help the steps of the people's security officers to be more steady on every path.

Currently, the Covid-19 pandemic is breaking out in the world, along with the police force across the country, soldiersNghe An Public Securityhas been on the front line of epidemic prevention and control. Under the direction of the provincial police, the People's Security Force of Nghe An Police has regularly improved its professional skills, trained the spirit of revolutionary police, and is ready to go anywhere and do anything that the Party and the people need. The goal is to both effectively prevent and control the epidemic and meet the needs of the police.

Accordingly, security at border areas, sea routes, airports and border gates has been strengthened and tightened. District security departments and security teams regularly coordinate with the Border Guard and functional agencies to strictly and strictly implement epidemic prevention procedures for entrants and quarantine according to regulations. With the goal of fighting the epidemic without "closing the country", the security force has advised the Party Committee and the government of Nghe An province to issue many policies and strategies to promptly meet the requirements of diplomacy, economy and society, contributing significantly to fulfilling responsibilities, maintaining security - national defense, ensuring social order and safety...

BUILDING A STRONG AND COMPREHENSIVE PEOPLE'S SECURITY FORCE

Along with the synchronous implementation of measures and professional plans to ensure political security, the Party Committee and leaders of the Provincial Police have regularly paid attention to the work of Party building and building an increasingly clean and strong People's Public Security force. They have focused on doing a good job of political and ideological education, promoting the campaign and launching the emulation movement "For National Security" associated with the movement to study and implement the 6 teachings of Uncle Ho to the People's Public Security and other movements in the locality. Focusing on building and consolidating the core team, improving qualities and capacities, innovating leadership and command styles; improving the quality and skills of work, improving working methods, correcting the style and attitude of officers and soldiers when interacting with the people.

Over the past 75 years, the People's Security Force of Nghe An Public Security has been doing a good job of advising the Party Committee and the Government, coordinating with relevant sectors to effectively implement the policies and guidelines of the Party, the Government, the Ministry of Public Security, the Provincial Party Committee, and the Provincial People's Committee related to the field of national security. Currently, the security force, together with other forces, is focusing on successfully implementing Resolution No. 28-NQ/TU dated October 25, 2014 of the Politburo on the Strategy for National Defense in the new situation, Resolution 51 of the Politburo on the Strategy for National Security Protection, Directive No. 46-CT/TU dated June 22, 2015 of the Politburo on strengthening leadership in ensuring security and order; especially thoroughly implementing the Resolution of the 13th National Congress of the Party...

Proactively deploy many plans, schemes and measures to ensure social security, religious security, ethnic security, mountainous areas, economic security, internal political security, information security, anti-reactionary and anti-terrorism; effectively implement projects and professional plans to fight against crimes that violate national security; maintain and effectively implement state management of security and order and administrative reform; especially absolutely protect the safety of important political, economic and social events in the province. Recognizing the great contributions and sacrifices of the People's Security Force of Nghe An Public Security; the Party and State have awarded the title of Hero of the People's Armed Forces to 3 units; dozens of units and hundreds of individuals have been awarded medals, certificates of merit and certificates of merit of all kinds.

Although knowing that the road ahead is full of hardships and challenges, the officers and soldiers of the People's Security of Nghe An Public Security are determined not to be discouraged. Each person keeps within them a flame of enthusiasm for the cause of protecting national security, happiness and peace of the people. And certainly, the security force of Nghe An Public Security will excellently complete the tasks assigned by the Party and the people; because, by their side, there are always "tens of millions of hands, tens of millions of eyes and ears"./.
