Seeking comments on the draft Project 'On building grassroots party organizations and party members'

The Draft Project "On building grassroots party organizations and party members" aims to focus on building, consolidating, and improving the leadership capacity, political mettle, and fighting strength of grassroots party organizations and party members, creating a strong change in the quality of activities of all types of grassroots party organizations, ensuring that grassroots party organizations are truly strong in all aspects, capable of leading and promptly and decisively resolving requirements and tasks in the new situation.

The draft also sets out the requirement to perfect and organize the grassroots political system in a synchronous and unified manner, ensuring the leadership of the Party at the grassroots level; to build a contingent of Party members with reasonable quantity, quality and structure, with strong moral qualities and political will, meeting the requirements of improving the leadership capacity and fighting strength of grassroots Party organizations in the new situation, contributing to consolidating people's trust in the Party.

Specific goal: By 2025, complete the model of grassroots party organizations suitable for the industry, territory and practical requirements; complete the amendment and supplementation of regulations on functions, tasks, powers, responsibilities, working relationships of types of grassroots party organizations and working regulations of grassroots party committees to ensure conformity with reality and new requirements and tasks.

Strive for the basic secretaries and deputy secretaries of grassroots Party committees to have intermediate or higher political theory qualifications; strive for the basic village chiefs and residential group leaders to be Party members; strive for 100% of villages and hamlets to have Party members; apply information technology in the management of Party members to ensure synchronization and connectivity throughout the Party. By 2030, there will be no villages, hamlets, or residential groups without Party cells; village chiefs and residential group leaders will be Party members; and the basic team of grassroots Party committee members will have intermediate or higher political theory qualifications.

The draft sets out 6 groups of tasks and solutions, in which the top task is to continue to consolidate, arrange, and perfect the organizational model of grassroots party organizations in accordance with the innovation and arrangement of the political system's apparatus.

At the conference, there were 17 opinions from Provincial and Municipal Party Committees contributing to the project. Nghe An Province also pointed out the general characteristics of the project and compared them with the reality of the province. On that basis, it proposed to the Steering Committee to develop the project highly practical issues.

Nghe An province also raised existing issues that need to be studied and have appropriate solutions in arranging the party organization model, requiring high unity. Typically, at present, in high schools, the party organization is directly under the district level, the Youth Union is directly under the district level (District, City, Town Union), but the Trade Union is directly under the provincial education sector Trade Union (Department of Education); The assignment of authority at the grassroots level to the grassroots party committee needs to clearly define the nature, characteristics, and importance of the type of grassroots party organization, the number of party organizations, and party members for easy implementation at the grassroots level.

At the same time, the Central Government needs to consider policies and regimes suitable for the work of arranging the grassroots political system; at the same time, have more accurate instructions in implementing the model of Party Secretary concurrently being Chairman of the People's Committee at the commune level...

The Steering Committee for the Project has received many opinions from provinces and cities and promptly revised, supplemented, completed, and submitted to the Politburo and the Central Executive Committee for consideration and consensus.
