Thanh Tri District Police Department (Hanoi) has just successfully dismantled a drug trafficking ring, using Facebook to conduct transactions and taking advantage of express delivery services to transport drugs from Ho Chi Minh City to Hanoi.
After consolidating the evidence, the Thanh Tri District Police Department issued a decision to prosecute the case, prosecute the accused and execute the order to temporarily detain 2 subjects for illegal drug trafficking. The subjects include: Nguyen Huu Trung (20 years old, residing in cluster 11, Vinh Quynh, Thanh Tri, Hanoi) and Hoang Dinh Luong (28 years old, residing in old National Highway 13, Quarter 3, Hiep Binh Phuoc Ward, Thu Duc District, Ho Chi Minh City).
The case originated from information collected by the Drug Crime Investigation Team, Thanh Tri District Police: Giao Hang Tiet Kiem Joint Stock Company with a branch in Thanh Tri District, during the delivery process in Lao Cai City, Lao Cai Province, two packages were robbed.
When the company representative contacted the sender, the owner insisted that there was no need to find the package. This unusual detail raised many questions for Lieutenant Colonel Nguyen Trong Nghia and his teammates. Why did the owner of the shipment not want to find the lost package? Was this a prohibited item?

To answer the above question, the District Police coordinated with the express delivery unit to check the remaining packages and discovered that they contained dried herbs, which were marijuana. Using professional measures, the unit identified the recipient as Nguyen Huu Trung and organized forces to closely monitor the movements of this subject.
At 4:30 p.m. on August 3, the subject left the house, carrying a package. Determining that this was the right time, the task force of the Drug Crime Investigation Police Team arrested Nguyen Huu Trung. At the time of inspection, it was discovered that the two cardboard boxes Trung was holding contained dry herbs, which Trung admitted were marijuana. The task force drew up a record, seized and sealed Trung's two bags of marijuana, and asked the subject to return to the headquarters for questioning.
Through examination at the Criminal Techniques Department, Hanoi City Police, the herbal substance was determined to be marijuana, weighing 143.972g. Subject Nguyen Huu Trung confessed: Because of his addiction to marijuana, Trung went on Facebook to find a source of goods. Around mid-2017, Trung connected with a man whose name on his Facebook account was Thien Hoang, Trung did not know the name, age or address of that person.
From the purchase, Trung was hired by this person to transport drugs to a man in the My Dinh Bus Station area. Each time he was hired to transport, Trung was paid 250,000 VND. However, not only did he take the transportation fee, this subject also "extorted" the owner of the goods.
According to Trung's statement, after receiving the goods, he opened the bags and took about 10 grams of marijuana from each bag. Using the above method, Trung successfully transported the goods twice and took about 20 grams of marijuana... The third time, Trung received the goods for transportation on August 3, but was discovered and arrested.
In addition to using the above marijuana, the subject also sold it retail for profit. Trung sold drugs to Chu Van Thuan (born in 1992, in Vinh Quynh, Thanh Tri) three times. In addition, Trung sold drugs to Nguyen Dang Huy (residing in Thanh Tri district) five times, and earned 800,000 VND from selling drugs.
At that time, Luong was a driver for a local taxi company. During the surveillance process, the task force arrested Luong. During the investigation, Luong confessed: To serve the illegal trading of drugs, in mid-July 2017, Luong registered his shop information on Giao Hang Tiet Kiem Joint Stock Company, under the name Pham Van Khanh...
According to the contract, the Saving Delivery Joint Stock Company gives the shop a number of shipping codes. When the goods are packed, the shop notifies the company to receive the order and manage the codes themselves. When the order reaches the recipient, the correct code is reported to the delivery party for confirmation... To avoid detection by the police, in addition to the above tricks, Luong used the nickname "Hoang Thien" to trade in marijuana...
Currently, Thanh Tri District Police are completing the case file and transferring the case to the Drug Crime Investigation Police Department, Hanoi City Police, for further investigation and expansion.
