(Baonghean.vn) - On the afternoon of November 7, Mr. Le Van Hong - Head of the Department of Agriculture and Rural Development of Yen Thanh district said that the People's Committee of Yen Thanh district has just issued a document to strengthen the handling and prevention of the situation of dumping animal carcasses into the environment.

This is a drastic move by Yen Thanh district after the press reported that people were dumping dead pigs from African swine fever into canals, causing environmental pollution.

According to a report from the People's Committee of Yen Thanh district, African swine fever has broken out in 17 communes in Yen Thanh district. Nearly 400 pigs have been destroyed, weighing more than 15 tons.

Recently, the People's Committee of Yen Thanh district has issued many directives related to disease prevention and handling of cases of dumping animal carcasses into the environment. However, currently, the situation of dumping dead animals (pigs, chickens, ducks, dogs) into canals, ditches, and streams still occurs, causing environmental pollution, spreading diseases, affecting people's health, especially polluting domestic water sources, causing frustration in the community.

Faced with the above situation, the People's Committee of Yen Thanh district requested the People's Committees of communes and towns to monitor and supervise the total livestock herd of each household. If the cause of the herd reduction is unknown, it is necessary to conduct an inspection and determine the cause of the herd reduction. In case of non-declaration of disease or improper destruction, a record must be made for administrative handling of the act of dumping animal carcasses, causing environmental pollution and spreading the disease. Mobilize people to organize the destruction of pigs that show signs of illness and death due to disease according to regulations, and not to throw dead pigs into the environment.

The district police direct the police of communes, towns, and professional teams to patrol, inspect, detect, and strictly handle cases of transporting pigs of unknown origin; intentionally dumping animal carcasses causing environmental pollution and spreading epidemics according to the provisions of law. In case the locality avoids or fails to strictly handle violations, the chairman of the People's Committee of the commune or town must be responsible to the chairman of the District People's Committee.

Yen Thanh District People's Committee also requested Bac Nghe An Irrigation One Member Co., Ltd. to strengthen propaganda and inspection work; in case of detecting people dumping waste or animal carcasses into the canal system managed by the company, coordinate with local authorities to make a record of the incident and request competent authorities to handle it according to the provisions of law.

A leader of Yen Thanh District Police said that, based on Point a, Clause 6, Article 5, Decree 90/2017/ND-CP, the act of dumping dead pigs into the environment can be fined from 5 to 6 million VND.

The canal is over 56 km long, carrying water from Lam River (Do Luong) to irrigate nearly 30,000 hectares of agricultural land and provide water for daily life and livestock farming in the localities of Do Luong, Yen Thanh, Dien Chau, Quynh Luu and Hoang Mai town.

For nearly a month, dead pigs have been stuck to life buoys on the canal section through several communes of Yen Thanh district. Due to the large number of dead pigs, some weighing hundreds of kilograms, the irrigation unit had to use an excavator to retrieve the dead pigs and bury them. During the recent peak period of handling dead pigs, the Yen Thanh District Irrigation Enterprise retrieved more than 60 dead pigs floating on the canal.
