Responding to VietNamNet's question regarding the drafting of a decree on encouraging dynamic, creative, daring, and innovative cadres for the common good, Director of the Department of Civil Servants and Public Employees Nguyen Tuan Ninh said that in 2023, the Ministry will implement this.

Mr. Ninh said that this content is very difficult, especially in the context that we are building and perfecting a rule of law state, and some legal mechanisms and policies are not yet synchronized.

“Even in my case, we are also concerned about what innovation is. Innovation is very diverse, in all fields. Therefore, in the past and the coming time, we will continue to research carefully, thoroughly, and thoroughly to achieve the goal of building a suitable, effective, and specific mechanism to encourage cadres to dare to think, dare to do, dare to take responsibility, and dare to make breakthroughs for the common good,” Mr. Ninh analyzed.

In the past time, the Central Organizing Committee has advised the Politburo to issue Decision 80 dated August 18, 2022 on decentralization of cadre management, candidacy, cadre introduction, and appointment; Regulation No. 50 on cadre planning; Instruction 16 of the Central Organizing Committee on cadre planning.

“The Politburo and the Secretariat have also focused on perfecting policies and guidelines on personnel work. The Ministry of Home Affairs is advising the Government to focus on amending and supplementing regulations,” said the Head of the Department of Civil Servants and Public Employees.

Currently, the Ministry of Home Affairs is researching to develop a Decree amending 5 Decrees on personnel work and recruitment of officials and civil servants. These Decrees are in the process of completing their contents.

In addition, to improve the quality of the staff, civil servants and public employees, according to Mr. Ninh, it is also necessary to synchronously implement the Party's policies and regulations on controlling power according to Regulation 205, and at the same time encourage officials to resign when they have shortcomings according to Conclusion 20 of the Politburo.
