Vietnam Fatherland Front supervises the implementation of support for people in 4 Central provinces

Reports from the monitoring delegations of the Vietnam Fatherland Front Central Committee show that the implementation of support policies for people suffering losses is timely and targeted.

The Central Committee of the Vietnam Fatherland Front has just reported on the results of monitoring the implementation of support for people in four central provinces to overcome damage caused by mass deaths of aquatic products.

Reports from the monitoring delegations of the Central Committee of the Vietnam Fatherland Front and its member organizations in 4 provinces: Ha Tinh; Quang Binh; Quang Tri; Thua Thien Hue show that the implementation of the Government's support policy for people affected by the disaster was timely and targeted, with more than 40,000 households receiving support of nearly 4,310 tons of rice; support for aquaculture with losses of more than 9.8 billion VND; more than 8 boat owners who stopped fishing were supported with a total amount of 53 billion VND... In addition to the Government's policy, there was support from localities; however, support for overcoming environmental consequences was slow.

In addition, people across the country and international friends have shown interest in supporting money and goods through the Vietnam Fatherland Front system and its member organizations worth more than 45 billion VND and 149 tons of rice; to date, more than 42 billion VND and 149 tons of rice have been provided to the people.

The monitoring delegations and the 4 monitored provinces recommended that the Government supplement policies to support the development of seafood exploitation. Specifically, households building new fishing vessels; logistics service vessels serving seafood exploitation activities with a capacity of 90CV or more will receive a one-time budget support equal to 50% of the value of the newly built vessel, but not exceeding 1 billion VND. The support period is from July 1, 2016 to June 30, 2019 and support will be provided when the People's Committee of the local district confirms that the vessel has been completed. The ceiling value of fishing vessels for calculating support is prescribed by the Ministry of Agriculture and Rural Development.

In addition, the monitoring delegations recommended that the Government supplement and amend the policy on restoring aquaculture; supplement policies to support the purchase and temporary storage of seafood, restore sea tourism services, and social security policies: exempt and reduce contributions from directly affected families whose children are studying at public schools in the 2016-2017 school year.

The monitoring delegations also recommended that when announcing the cause of the mass fish deaths (marine environmental incident), the Government should simultaneously announce unsafe fishing grounds (if any) so that people can feel secure in fishing and stabilize the product consumption market.../.
