Members listened, contributed opinions and approved issues on: Export development project in the province, period 2016 - 2020, orientation to 2030; Regulations on environmental protection fees for mineral exploitation in the province;

The meeting also listened to and commented on the Draft Report of the Provincial Party Standing Committee on the 5-year review of the implementation of Directive 08-CT/TW of the Secretariat on food safety management and the Draft Directive of the Provincial Party Standing Committee on strengthening state management of food safety; Draft regulations on coordination of state management of food safety in the province; Project to establish the Provincial Investment Promotion and Support Center; Draft project to strengthen material and technical facilities, ensuring working and combat requirements in the provincial police force, period 2016 - 2020 and the School Milk Project for the 2016 - 2017 school year.

Through many opinions of members participating in giving opinions on projects and drafts, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee directed: Recently, the authorities have discovered and handled many cases of trading in food that does not ensure quality on a large scale, with a nature that is dangerous to human health.

However, the situation is complicated, so relevant agencies have taken drastic measures and coordinated closely to limit the circulation of poor quality goods on the market. The problem is that the sectors and functional forces need to improve their responsibilities and skills to participate in controlling food safety and protecting people's health.

Textile and garment products have the highest export turnover of Nghe An province in the first 8 months of the year.

Regarding the “School Milk” Project, the Chairman of the Provincial People’s Committee agreed to pilot the “school milk” project in the province. However, the province considered the funding source from the province to support businesses and the feasibility of the project. The Provincial People’s Committee assigned the Department of Health and the Department of Labor, Invalids and Social Affairs to implement this project.

In the current strong investment attraction conditions, comrade Nguyen Xuan Duong said that it is necessary to establish an Investment Promotion and Support Center, under the Provincial People's Committee. The goal is to have the Center officially come into operation by January 1, 2017.

The Provincial Police's environmental police caught a subject in Ha Huy Tap Ward (Vinh City) transporting 792 bottles of rice vinegar without any paperwork.

Regarding the Project on export development in the province, period 2016-2020. According to the project, the total export turnover in the province in the period 2011-2015 has a significant growth, from 483.3 million USD in 2011 to 705.1 million USD in 2015. The average growth rate is 11.14%/year, exceeding the export turnover target of 550 million USD by 28.2%. The project's goal is to strive for an export turnover of 1.2 billion USD by 2020, of which the export turnover of goods will reach 850-900 million USD.

Regarding this issue, comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee noted that the sectors continue to pay attention to traditional export products such as peanuts, tea, tapioca starch, seafood, textile products...On that basis, it is necessary to focus on closely linking production, processing and export. In addition to traditional customers, industries and enterprises need to expand new markets, contributing to increasing economic value, increasing income for enterprises, people and revenue for the province to invest in infrastructure construction.
