Improve the quality of life of village and commune party cells after the merger
(Baonghean) - After the merger, the number of grassroots party cells decreased but the number of party members in the cells increased, and the management area became wider, posing significant challenges. Therefore, the Standing Committee of Que Phong District Party Committee paid special attention to guiding and supporting village and hamlet party cells to stabilize their work and improve the quality of life.
Overcoming difficulties
After merging 10 hamlets into 4 hamlets in October 2019, the number of party cells in Chau Thon commune decreased from 18 to 11. Among the grassroots party cells, Tam Tien village party cell has the most party members with 40 people, merged from 3 party cells of Mo, Hien and Na Puc villages.

Introducing us to the campus of the Tam Tien Village Cultural House, Party Secretary Vi Van Hanh said that after the merger of the three hamlets, the Cultural House of the old Na Puc village was chosen as the meeting place of the new Tam Tien village. However, because the three old hamlets are quite far apart, many elderly party members cannot walk several hours to attend monthly Party cell meetings, so gathering in one place for meetings is very difficult and cannot be done regularly. Moreover, the campus of the Tam Tien village cultural house currently still does not meet the needs of seating as well as facilities and equipment to serve a large number of people...
However, the quality of Party cell activities should not be weakened because of difficulties. Comrade Vi Van Chin - Secretary of Chau Thon Commune Party Committee said that the Commune Party Committee has supported and guided the village Party cells to be flexible in implementation to ensure quality. In Tam Tien village, the base has held common activities once a quarter, and every month the Party cell organizes activities in clusters corresponding to Party members residing in the old villages. This method has been effective, helping the Party cell maintain its activities and promptly convey the Party's guidelines and policies as well as the Party cell's instructions and orientations to members to carry out the work.
Since the end of 2019, the Tam Tien village Party Cell has agreed and directed the implementation of two topics on new rural construction and economic development. Accordingly, the Tam Tien village executive committee has mobilized people to donate land and working days to build new rural roads in Na Puc village, and pour concrete on the road leading to the village cultural house. Young Party member Ha Van Huynh, currently a deputy of Tam Tien village and a police officer, shared: After the merger of the village, at first, due to the increased management area, I was a bit confused. But thanks to the orientation and support of the Party Cell, I have gradually become familiar with the work.

Comrade Nguyen Thi Lan - Deputy Head of the Organizing Committee of Que Phong District Party Committee said that the difficulties in Tam Tien Village Party Cell are also the difficulties that many other Party Cells in the district have encountered after the merger. After the merger, Que Phong District has 106 Party Cells in villages, hamlets, and communes. However, each locality has had flexible ways of doing things, along with the guidance and support of superiors, so the implementation and organization of Directive No. 13-CT/TU has achieved good results. The awareness of Party committees, Party organizations and Party members about the importance of improving the quality of Party Cell activities has been raised. Party Cells have paid attention to improving the quality of activities; the content of activities is richer, more diverse and closer to the practical situation of each unit and locality.
Focus on improving the quality of party cell activities
One of the solutions to help improve the quality of Party cell activities in Que Phong district that has been directed and implemented is to focus on supporting Party cells to improve both personnel and organization.
In which, it is determined that the Party cell meetings need to focus on discussing and solving specific issues of the locality, unit and issues related to the rights and responsibilities of Party members; promptly commend and encourage Party members with outstanding achievements, at the same time encourage and help Party members with shortcomings or difficult circumstances. From there, create a democratic, open and sincere atmosphere in the activities, creating consensus within the Party cell in carrying out the political tasks of the locality and unit.

Implementing Directive No. 13-CT/TU, to improve the quality of grassroots party cell activities, the Standing Committee of Que Phong District Party Committee has directed the Party Committees and subordinate Party cells to organize model activities, inviting Party cell secretaries to attend, such as the Party Committees of Kim Son, Hanh Dich, Tien Phong towns... With rich content of activities, well implementing the principle of democratic centralism, promoting the spirit of self-criticism and criticism and the responsibility of Party members in building Party cells.
In Tri Le commune, after merging from 31 hamlets to 14 villages, the number of party cells also decreased from 40 to 33, including 16 grassroots party cells. It is a densely populated area with more than 10,000 people of many ethnic groups.
Therefore, the promotion of democracy is focused on by the Tri Le commune Party Committee right from the Party cell meetings, from which it is directed to be implemented in the community. For example, Tam Hop Party Cell was merged from 3 Party cells of 3 villages Pa Pan (mainly Kho Mu ethnic people), Bo village (Thai ethnic village) and D2 village (mainly Mong people). With the characteristics of many ethnic groups, the arrangement of personnel of the Party cell executive committee after the reorganization also ensures that all components are present, creating an open, democratic and united atmosphere right from the Party cells.
Secretary of Tam Hop Party Cell Moong Van Xuyen said that after the merger of the upper-level Party Committee, especially the comrades in the Commune Party Committee assigned to be in charge of the area, paid close attention and provided guidance from content preparation to meeting procedures. If there were any problems, the comrades would help resolve them promptly, including the implementation of the Party Cell's resolutions.

Along with closely following the instructions of grassroots party cells in organizing activities, the Standing Committee of Que Phong District Party Committee also coordinated with the Provincial Border Guard Party Committee to transfer party members who are officers or professional soldiers in reconnaissance teams, mobilize the masses of border stations with the rank of lieutenant or higher, with capacity and qualifications to be introduced to participate in activities at village and hamlet party cells under the Party Committees of the border communes of Thong Thu, Hanh Dich, Nam Giai, Tri Le...
At the same time, transfer party members who are cadres and civil servants in communes and towns to participate in activities and hold the position of Secretary in hamlet, village, and commune party cells with few party members, in party cells facing difficulties that require cadres with sufficient leadership capacity. Assign cadres who are party members at district and commune levels (including members of the Standing Committee and members of the Executive Committee) to attend monthly activities at party cells under the grassroots party committees, with suggestions for review in the spirit of Resolution 4 of the Central Committee (term XII), the leadership role of directing weak party cells...
