In 1931, to ensure the force and maintain the revolutionary base, the Central Region Party Committee sent comrades Le Xuan Dao, Nguyen Huu Binh (Nghe An Provincial Party Committee), Le Manh Duyet (Anh Son District Party Committee) to the Muong Qua - Mon Son area to coordinate activities and build the revolutionary movement. On that basis, in March 1931, a struggle against the tyrants broke out in Muong Qua and achieved a resounding victory.

With this momentum of victory, in April 1931, at the private home of comrade Vi Van Khang, the Mon Son Party Cell was officially established, consisting of 05 Party members: Vi Van Khang (Secretary), Vi Van Hanh, Vi Van Quy, Tran Ngan, Le Manh Duyet, and later admitted comrade Vi Van Lam. The Party Cell was established and immediately began leading the struggle and achieved many important victories through the revolutionary periods.
