Nghe An Tax Department exceeds budget revenue target in 2022
(Baonghean.vn) - On January 6, in Vinh City, Nghe An Tax Department held a conference to summarize tax work in 2022 and deploy tasks and solutions in 2023.
Attending and chairing the conference were comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of relevant departments, agencies and representatives of regional Tax Departments.
In 2022, many difficulties and challenges, especially the impact of the Covid-19 pandemic, the Russia-Ukraine conflict... put great pressure on the State budget revenue, forcing the State to introduce many tax policies (exemption, reduction, extension) to support businesses and the economy to recover.

However, with great determination, Nghe An Tax Department has completed the revenue of 20,482 billion VND, equal to 150% of the estimate and 112% compared to the same period. Of which, domestic revenue minus land use fees and lottery reached 12,839 billion VND, equal to 126% of the estimate and 101% compared to the same period in 2021.
To successfully complete the above targets, the Provincial Tax Department has proactively taken many effective solutions such as closely following the direction of the Ministry of Finance, the General Department of Taxation and Party committees and authorities at all levels; closely coordinating with departments, branches and sectors to effectively implement solutions to support and encourage taxpayers to fulfill their obligations to the Budget. At the same time, expanding the tax base, recovering tax debts; enhancing the quality of inspection and examination work, combating revenue loss, smuggling, trade fraud, strictly managing tax calculation prices, and combating transfer pricing.
Closely monitor budget collection progress, evaluate and analyze each locality, each collection area, each tax; promptly summarize and report on collection results, and strive to complete the assigned budget.

Focus on timely and effective implementation of groups of solutions for revenue management, prevention of revenue loss, transfer pricing, tax evasion, handling tax debt recovery; strictly control value added tax refunds; exploit additional revenue sources through reviewing projects that have expired tax incentives, newly arising projects, and additional collections as recommended by Audit and Inspection agencies;... to collect correctly, fully, and promptly taxes, fees, charges, and other revenues to the State Budget.
At the conference, based on discussions to clarify the achieved results and existing shortcomings, limitations, especially difficulties affecting tax revenue in 2022, representatives of branches and departments under the Tax Department proposed a number of solutions to overcome and implement in 2023.
In 2022, all revenues reached and exceeded the assigned estimates, notably revenue from central enterprises reaching 614.3 billion VND, equal to 112% of the estimate and 97% over the same period. Revenue from non-state industry and trade reached 5,942 billion VND, revenue from foreign-invested enterprises reached 312 billion VND... Revenue from granting mineral exploitation rights reached 311.7 billion VND, environmental protection tax revenue reached 1,591.5 billion VND...
Entering 2023, identifying many difficulties ahead, Nghe An Tax Department considered and proposed 7 key tasks and 15 groups of solutions in 2023. Accordingly, the whole industry strives to complete the budget revenue estimate assigned by the Ministry of Finance in 2023 of 14,586 billion VND and complete the debt collection targets, inspection and examination targets that have been approved.
Attending and directing the conference, Vice Chairman of the Provincial People's Committee Bui Thanh An acknowledged and commended the efforts of the Tax sector in the past year; highly agreed with the groups of tasks and solutions set out by the Tax sector in 2023. However, there are still some shortcomings and limitations that need to be overcome such as tax losses, especially for some enterprises in real estate, mineral exploitation, e-commerce; high tax arrears...
To successfully complete the set goals and tasks, the Vice Chairman of the Provincial People's Committee requested the Tax sector to take drastic measures to ensure revenue according to the assigned plan and estimate; implement from the first days and months and must have focus and key points. Require unified and synchronous implementation from the Tax Department to the Tax Branches, each civil servant. In particular, note the synchronous, drastic and effective implementation of the 7 key tasks and 15 proposed solutions.

Continue to closely coordinate with local authorities at all levels, functional sectors, and financial units in tax collection, ensuring correct, sufficient, and timely collection. Resolutely strengthen solutions to increase revenue, prevent budget losses, urge the collection of tax arrears, strengthen control and exploitation of revenue sources. Ensure that the state budget revenue in 2023 meets the estimate assigned by the Provincial People's Council.
Do a good job of advising the Provincial People's Committee on tax policies. Further strengthen propaganda and support for taxpayers.
