Nghe An discusses solutions to remove difficulties for businesses due to the impact of the Covid-19 epidemic
(Baonghean.vn) - According to Chairman of the Provincial People's Committee Nguyen Duc Trung, in the spirit of the Prime Minister's direction, the content of Nghe An's action plan needs to set out groups of tasks and solutions that are close to the current actual situation of the province, ensuring clear people, clear work and clear responsibilities.
On the afternoon of March 27, under the chairmanship of Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to implement Directive No. 11/CT-TTg dated March 4, 2020 of the Prime Minister on urgent tasks and solutions to remove difficulties for production and business, ensuring social security in response to the Covid-19 epidemic.

7 key task groups and solutions
In order to concretize Directive No. 11/TTg dated March 4, 2020 of the Prime Minister, Nghe An Provincial People's Committee drafted a provincial action plan with 7 groups of tasks and solutions.
Attached to the action plan is a system of forms specifying 74 groups of tasks and small solutions. In which, detailed assignments are expected for the presiding agency, coordinating agency, leadership of the Provincial People's Committee and implementation time.

Commenting on the content of the action plan, delegates said: The plan must identify issues during and after the end of the Covid-19 pandemic. Above all, it is necessary to focus on solutions that businesses need, which are to reduce and extend taxes and fees, and at the same time, it is necessary to classify each group of businesses to have appropriate groups of solutions.
At this time, it is necessary to first reduce inspection and examination procedures for enterprises. The Provincial People's Committee will organize monthly meetings to listen to enterprises' reports on difficulties to find solutions; advise the Provincial People's Council to review and issue resolutions to reduce fees and charges under the authority of the Provincial People's Council.

7 main groups of tasks and solutions of the action plan to implement Prime Minister's Directive 11:
1-Remove difficulties in accessing capital, credit, finance, tax, trade, and electronic payments.
2- Promote administrative reform, focus on simplifying and cutting procedures to reduce time and costs for businesses.
3- Facilitate production, business, and development of economic sectors and fields.
4- Speed up the implementation progress, disbursement of public investment capital, promote the progress of investment projects, especially key projects.
5- Focus on preventing and fighting Covid-19 and implementing social security work well in the area.
6. Ensure national defense - security and social order and safety.
7- Strengthen information and communication work.
Clearly assign people, work and responsibilities
Concluding the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized: Due to the impact of the Covid-19 epidemic, in Nghe An, import and export activities; circulation and transportation of goods and passengers; the fields of medical services, education, food and beverage, accommodation, entertainment, especially tourism have been significantly affected. Therefore, the issuance of a plan and action program to implement Directive 11 of the Prime Minister is necessary to remove difficulties for businesses in responding to the Covid-19 epidemic.

The Chairman of the Provincial People's Committee requested that departments and branches, based on the tasks of their branches and units, need to have key solutions. The Department of Planning and Investment - the agency in charge of advising on the content of the action plan needs to synthesize, supplement and complete so that the Provincial People's Committee can soon issue the plan.
“The content of the plan, based on the direction of the Prime Minister, must set out groups of tasks and solutions that are realistic to the current situation of the province, ensuring clear people, clear work and clear responsibilities. At the same time, it is necessary to specifically analyze the difficulties and obstacles for each type of enterprise, thereby forecasting the situation to guide enterprises to develop production and business before, during and after the epidemic,” said Mr. Nguyen Duc Trung.

The Chairman of the Provincial People's Committee noted that due to the impact of the Covid-19 epidemic, many businesses in the province have stopped operating, workers have quit their jobs, and lost their jobs. Therefore, ensuring social security in the area is extremely important, the Labor Department needs to have a plan to support workers and must specify it in the action plan.
Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the task of fighting the epidemic is the current key task, therefore, it is necessary to focus on the participation of the entire political system and the people; be proactive in all situations, control the Covid-19 epidemic well, not be subjective, negligent or irresponsible in directing the prevention and control of the epidemic.
Solutions are aimed at ensuring that people in the province are psychologically stable, not panicked, and avoid being taken advantage of by bad guys to sabotage. All levels and sectors in the province must carry out the "dual" task of both fighting the epidemic and developing the economy and society.
