Nghe An issues special mechanisms and policies to support socio-economic development of Yen Thanh district

Accordingly, the Resolution stipulates specific mechanisms and policies including:

On land use fee support policy:Support Yen Thanh district budget: The provincial budget receives land use fees from 2 real estate projects in the district to create resources to implement key contents, projects and works of Yen Thanh district.

Specifically: 100% of the provincial budget is from land use fees of the Project "Urban area in Van Thanh commune, Yen Thanh district, Nghe An province".

100% of the land use fee collected for the remaining area belongs to the provincial budget after payment to the project investor according to the signed BT contract of the Project.

On cement support policy:Support Yen Thanh district with 6,000 tons of cement/year until 2025 to prioritize investment in traffic and irrigation works in the district (in addition to the targets prescribed in Resolution No. 24/2020/NQ-HDND dated December 13, 2020 of Nghe An Provincial People's Council).

For support policies from money for protection and development of rice-growing land:From 2024 to 2030, Yen Thanh district will be supported with 100% of the provincial budget from the money for protection and development of rice-growing land that agencies and organizations must pay due to the conversion of rice-growing land use purposes to non-agricultural land in Yen Thanh district.

The use of funds is guaranteed in accordance with the provisions of Decree 35/2015/ND-CP dated April 13, 2015 of the Government on management and use of rice-growing land; Decree 62/2019/ND-CP dated July 11, 2019 of the Government on amending and supplementing a number of articles of Decree No. 35/2015/ND-CP dated April 13, 2015 of the Government; Circular No. 18/2016/TT-BTC dated January 21, 2016 of the Ministry of Finance guiding the implementation of a number of articles of Decree No. 35/2015/ND-CP dated April 13, 2015 of the Government on management and use of rice-growing land; Circular No. 02/2023/TT-BTC dated January 6, 2023 of the Ministry of Finance amending and supplementing a number of articles of Circular No. 18/2016/TT-BTC dated January 21, 2016 of the Ministry of Finance guiding the implementation of a number of articles of Decree No. 35/2015/ND-CP dated April 13, 2015 of the Government on management and use of rice-growing land.

In case the documents referred to in this Resolution are amended, supplemented or replaced, the amended, supplemented or replaced documents shall apply.

The issuance of this Resolution aims to create favorable conditions in terms of resources to support Yen Thanh district to soon complete essential infrastructure, stimulate investment attraction, accelerate the urbanization process, make positive contributions to the socio-economic development of the province and contribute to the successful implementation of the project "Developing high-tech agriculture associated with processing and consumption in Yen Thanh district by 2025 with a vision to 2030" and the project "Building Yen Thanh district to meet advanced new rural standards by 2025 and orienting to build a model new rural district by 2030".
