Nghe An issues an Official Dispatch on ensuring order and traffic safety to serve people's travel needs during the National Day holiday and the new school year opening ceremony.
(Baonghean.vn) - The Provincial People's Committee has just issued Official Dispatch No. 22/CD-UBND, dated August 28, 2023 on ensuring traffic order and safety to serve people's travel needs during the National Day holiday on September 2 and the opening of the new school year 2023-2024.
The dispatch clearly stated that during the National Day holiday on September 2, 2023 (from September 1, 2023 to September 4, 2023), traffic volume is forecasted to increase, potentially causing traffic accidents and traffic congestion. In order to better serve the travel needs of the people during the National Day holiday on September 2, 2023; the peak month of traffic safety for students going to school and to implement the Prime Minister's dispatch No. 750/CD-TTg dated August 18, 2023, the Provincial People's Committee requests:
Department of Transport:
- Directing traffic hubs (bus stations, train stations, airports, inland waterway ports) to carry out environmental sanitation and hygiene to ensure ventilation, cleanliness, safety, and enough space for waiting or resting to serve people's needs during the holidays; strictly controlling the conditions of vehicles and drivers from the bus station, departure point and strictly implementing legal regulations on traffic order and safety to avoid jostling and congestion at bus stations and train stations.

- Direct passenger transport business units to develop transport plans and implement the arrangement of sufficient number of vehicles, ensure good technical condition of vehicles, improve transport capacity and safety for transport activities serving passengers during the holidays.
- Strengthen inspection and review of additional safety conditions of traffic infrastructure works on assigned routes, especially on main traffic routes and routes to tourist areas to ensure smooth traffic safety to serve the people during the holidays;
- Direct construction units on exploited roads to implement safety measures, traffic flow, and guidance for smooth and safe traffic; locations that have not been completed must arrange measures to ensure safety in the construction site area during the holiday.
- Direct the Traffic Inspectorate to strengthen inspection and handling of violations in passenger transport activities by road and inland waterways; prevent violations such as: stopping, picking up and dropping off passengers in the wrong places, fighting over passengers, carrying more people than prescribed, using vehicles that do not meet operating conditions... Focus on inspections at key traffic hubs (bus stations, train stations, inland waterway wharves), routes with high risk of traffic accidents, traffic jams, tourist sites, and entertainment areas.
Provincial Police:
- Directing local police and units to continue to carry out general inspection of passenger transport vehicles and container freight vehicles; strengthen patrolling, controlling, and strictly handling violations of traffic safety and order (TTATGT) that are direct causes of traffic accidents and traffic congestion such as violations of regulations on alcohol concentration, drugs, speed; overloading, exceeding the prescribed number of people; violating regulations on technical safety and environmental protection of vehicles, driving in the wrong part of the road or lane; violations when crossing level crossings...

- Coordinate with the Department of Education and Training to strengthen propaganda and guidance for students on safe traffic skills; handle violations of traffic safety laws for high school students, combine handling of acts of handing over vehicles or allowing unqualified people to drive vehicles; proactively prevent, stop and strictly handle acts of gathering to disturb public order and illegal racing; resolutely handle and suppress subjects who act against law enforcement officers; increase the force to regulate, reasonably divide traffic, and guide safe and smooth traffic, especially on routes and areas where traffic is forecast to increase during the National Day holiday.
- Strengthen the inspection and supervision of vehicles transporting students; strictly handle and suspend the operation of inland waterway ports without operating licenses, watercraft not equipped with life buoys, life jackets, personal flotation devices or not ensuring safety. Strengthen the inspection and handling of traffic safety violations in school areas according to authority (timely inform schools about cases of violations by students for appropriate handling).
Direct the Traffic Police Department to synthesize and report daily traffic order and safety situation during the National Day holiday (from September 1, 2023 to September 4, 2023), send to the Standing Committee of the Provincial Traffic Safety Committee before 11:00 a.m. every day for synthesis and reporting to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.
Department of Education and Training; Universities and Colleges:
-Implementing the "Peak month of traffic safety for students going to school - September", schools promote education on knowledge and skills of safe traffic participation for students, strengthen guidance for students to comply with traffic rules when driving electric motorbikes and electric bicycles to ensure traffic safety; coordinate with the Parents' Representative Board to mobilize parents and guardians to remind and educate their children to voluntarily comply with traffic rules, take measures to manage and sign a commitment to comply with traffic safety laws, not to let children drive motorbikes when they are not old enough or do not have a driver's license; coordinate with competent agencies and local authorities to ensure traffic order and safety at school gates; strictly control the quality of vehicles and transportation services to pick up and drop off students.
Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper:
Increase the time and content of traffic safety propaganda during holidays and the new school year; focus on propaganda warnings about non-compliance with the law causing traffic accidents, penalties, prevention measures and traffic participation skills; warn about traffic accidents due to alcohol concentration violations, lack of attention from branch roads to main roads, drowning at beaches, lakes, dams, hydroelectric reservoirs...
Standing Committee of Provincial Traffic Safety Committee:
- Preside over monitoring and urging relevant sectors and People's Committees of districts, cities and towns to properly implement the instructions of the Provincial People's Committee on ensuring traffic order and safety in this Official Dispatch.
- Synthesize and report on the traffic order and safety situation during the 4-day National Day holiday (from September 1 to September 4, 2023), send to the Provincial People's Committee and the National Traffic Safety Committee before 3:00 p.m. on September 4, 2023.

Propose Provincial Youth Union, socio-political organizations:
-Strengthening the propaganda and education of laws on traffic safety and order, raising the awareness of law observance among youth union members and members; mobilizing youth volunteers to participate in propaganda and traffic guidance at key intersections, crowded areas, ferry terminals, tourist areas, school gates, residential roads, railway crossings... to ensure traffic safety during holidays and the new school year.
People's Committees of districts, cities and towns:
- Strengthen propaganda and dissemination of traffic safety laws and safe traffic participation skills to raise people's awareness, do not drive over the speed limit; do not drive after drinking alcohol or beer; do not use the phone while driving; stop and observe safety when crossing level crossings, railways and when going from branch roads to main roads; wear standard helmets when riding motorbikes, scooters, electric bicycles; wear life jackets according to regulations when taking boats...
- Implementing the "Peak month of traffic safety for students going to school - September", schools promote education on knowledge and skills of safe traffic participation for students; organize signing of commitments to comply with traffic safety regulations between schools, families and students; coordinate with functional agencies and local authorities to ensure order and traffic safety at school gates; continue to build "Safe School Gate" models.
- Strengthen the work of ensuring traffic order and safety at bus stations, train stations, river crossings, tourist areas, hydroelectric reservoirs and on key routes. Focus on implementing measures to ensure traffic order and safety at school areas, to avoid traffic jams on the first day of the new school year.
- Organize the clearance of traffic corridors and urban sidewalks, especially on traffic routes and key areas.... Resolutely handle violations and confiscate administrative violation exhibits, acts of re-encroachment of traffic corridors and urban sidewalks after clearance according to Plan 36/KH-UBND dated January 20, 2022 of the Provincial People's Committee, clarify the responsibilities of individuals and organizations that allow encroachment and re-encroachment of traffic safety corridors and urban sidewalks.
- Check, review and handle unsafe traffic points in the management area, ensure traffic safety at suspension bridges and residential bridges, temporarily stop the operation of unsafe works, promptly organize maintenance and repair to help people travel safely and conveniently. For localities with operating ferry terminals, it is necessary to repair the roads up and down the terminals to ensure convenience and safety; regularly check to prevent the situation of carrying more people than the prescribed number at ferry terminals; supplement life-saving equipment, monitor the use of life-saving equipment when traveling by ferry.
- People's Committees of districts, cities and towns with railways passing through should mobilize local socio-political organizations to coordinate with functional forces to participate in vigilance and traffic guidance at points with high risk of traffic accidents, especially at residential roads, self-opened paths and unsafe railway crossings in the area.
Requesting Directors of departments, heads of relevant departments and branches; Chairmen of People's Committees of districts, cities and towns to seriously implement this Official Dispatch; report on the situation of traffic order and safety during the 4-day National Day holiday (from September 1 to September 4, 2023), and send it to the Standing Committee of the Provincial Traffic Safety Committee before 2:00 p.m. on September 4, 2023.
