Nghe An: Balancing the budget to support localities affected by mineral exploitation
(Baonghean.vn) - Voters in localities affected by mineral exploitation requested the Provincial People's Committee to allocate revenue from environmental funds and mineral exploitation fees for polluted communes to support people in agricultural production.
Regarding this issue, the competent authority responded as follows:
According to the current budget management mechanism, the revenue sources of environmental protection fees and mineral exploitation fees have been decentralized for collection and enjoyment by the province as follows:
For units managed by Nghe An Tax Department, the provincial budget enjoys 100%; For units managed by district-level Tax Departments, the district budget enjoys 100%.

Regarding the provincial budget portion, it has been allocated for environmental career expenditure tasks and allocated to units from provincial to district and commune levels according to the provisions of Decision No. 103/2010/QD-UBND dated December 14, 2010 of the Provincial People's Committee regulating the allocation norms for regular local budget expenditure estimates in 2011 and stable until 2015.

Therefore, in order to provide additional support to localities directly affected by pollution, the Department of Finance will consider and balance the annual environmental protection fee and mineral exploitation fee revenue sources assigned to advise the Provincial People's Committee to report to the Provincial People's Council to provide additional support to units other than those specified in Decision No. 103/2010/QD-UBND of the Provincial People's Committee.
At the same time, People's Committees of districts, cities and towns need to balance and have plans to support polluted localities from the district-level budget.
