Nghe An: Correcting the implementation of the content presented at the meetings of the Provincial People's Committee and People's Council
(Baonghean.vn) - The Chairman of the People's Committee of Nghe An province issued a document requesting to rectify the preparation of contents to be submitted to the Provincial People's Committee and Provincial People's Council that have not ensured quality, are behind schedule or are added outside the plan.
On April 3, 2019, the Chairman of Nghe An Provincial People's Committee signed Document No. 2074/UBND on rectifying the implementation of the contents presented at the meeting of the Provincial People's Committee and Provincial People's Council.
According to this document, in the past time, the preparation of contents to submit to the Provincial People's Committee and Provincial People's Council has not ensured quality, is behind schedule or has been added outside the plan.

To overcome this situation, the Provincial People's Committee requires directors of departments, heads of branches, sectors, units, Chairmen of People's Committees of districts, cities and towns to be responsible to the Chairman of the Provincial People's Committee for directing and inspecting the contents, plans and projects in the work program of the Provincial People's Committee, the program of issuing Resolutions of the Provincial People's Council in accordance with the process, quality, and ensuring the set schedule.
In case of needing to adjust or supplement the contents of the annual work program of the Provincial People's Committee, agencies and units must have a written explanation stating the reasons and report to the Provincial People's Committee for consideration and decision before April 15, 2019.
Regarding the contents submitted to the Provincial People's Council: Regularly organize and review documents in the management field, promptly detect regulations and contents that are contradictory, overlapping, or inconsistent with local laws and practices to advise on amendments, supplements, or issuance of new documents accordingly. Proactively develop reports, draft submissions, and draft resolutions to submit to the Provincial People's Council session according to the program.
For draft reports, plans, and projects submitted at the Provincial People's Committee meeting, it is required that the draft content must be listened to and commented on by the Vice Chairman of the Provincial People's Committee in charge of the field 1 month before the regular meeting of the Provincial People's Committee to ensure time for editing and completing the document.
The Department of Justice proactively coordinates with departments, branches and sectors to promptly advise the Provincial People's Committee on the list of proposals for drafting resolutions to be submitted to the Provincial People's Council at meetings during the year; guides agencies and units to draft resolutions in accordance with the process, format and techniques of document presentation; appraises and advises the Provincial People's Committee to submit resolutions to the Provincial People's Council for approval at meetings in accordance with regulations.
The Chief of Office of the Provincial People's Committee directs departments and staff units to be responsible for checking and reviewing the content advised by departments, branches, units, and localities under the Provincial People's Committee before submitting it to the Provincial People's Committee...
This document also requires heads of departments, branches, sectors, units, and Chairmen of People's Committees of districts, cities, and towns to seriously implement it. During the implementation process, if there are any difficulties or problems, they must report to the Provincial People's Committee for consideration and resolution.
