(Baonghean.vn) - On the afternoon of September 26, the Provincial People's Council's Culture and Social Affairs Committee had a meeting with the Department of Labor, War Invalids and Social Affairs on the implementation of labor export policies in the province.

According to the report of Deputy Director of the Department of Labor, War Invalids and Social Affairs Dang Cao Thang, Nghe An is a province that does a good job in labor export, with an average of 12,000 - 13,000 people going to work abroad each year. In the first 6 months of 2017 alone, the whole province sent 5,753 people to work abroad.

The Department has advised the Provincial People's Committee to issue a document to strengthen the management of labor export in the province and freelance workers. The number of organizations and units participating in labor recruitment in the province with licenses fluctuates between 50 and 60 units.

The Department also advised the Provincial People's Committee to issue a Directive to strengthen propaganda and mobilize workers working illegally in Korea to return home. Every year, the Department organizes a conference to summarize and orient labor export work.

According to Mr. Dang Cao Thang, recently, the Central Government and the province have paid attention to issuing many policies to support labor export. However, the implementation of the policy still has many limitations and the beneficiaries are few.

For example, from 2015 to now, only 101 people have been supported with training costs and exit procedures according to Decision 71/2009/QD-TTg of the Prime Minister; 128 people have been supported with loans according to Decree 61/2015/ND-CP of the Prime Minister. Or the number of workers enjoying policies according to Resolutions 274/2009/NQ-HDND, Resolution 319/2010/NQ-HDND; Resolution 25/2016/NQ-HDND is only 278 workers and 41 businesses...

At the meeting, members of the monitoring delegation of the Culture - Social Committee, the Provincial People's Council requested the Department of Labor - Invalids and Social Affairs to clarify the difficulties and obstacles in implementing labor export policies in the province in recent times. Given the current situation of workers working abroad with a sense of compliance with the law and labor discipline; and weak labor capacity, some members suggested that the Department should pay attention to solutions to improve labor quality, not just chasing quantity.

Also related to the social evils and violations of the law by workers abroad, Mr. Nguyen Tu Phuong - Vice Chairman of the Provincial Labor Federation, a member of the monitoring team, suggested that the Department conduct research to advise the province to issue a binding mechanism for workers working abroad...

Concluding the meeting, in addition to assessing the attention of the Party Committee and the government from the province to the grassroots level regarding the work of exporting labor, creating many changes and the results of a large number of people working abroad every year, Ms. Nguyen Thi Lan, Deputy Head of the Culture - Social Committee of the Provincial People's Council, also frankly pointed out a number of shortcomings and limitations. Among them, there are many documents issued, but there are not many documents on state management and policy implementation guidance.

There are no reputable businesses in the area for workers to seek out, but mainly representative offices and branches that operate unstable, creating unhealthy competition. There are too many businesses being introduced to recruit workers in the province, creating unhealthy competition.

The Department's inspection and examination of labor recruitment units is not regular and strict, leading to enterprises recruiting labor through contracts or brokers or recruiting not in accordance with approved orders, and workers do not enjoy full benefits according to the initial commitment. The implementation of mechanisms and policies on labor export is still limited...

From the existing problems, the Deputy Head of the Culture - Social Committee of the Provincial People's Council requested the Department to review current policies for implementation, ensuring that the policies reach the right subjects. Strengthen state management of enterprises participating in labor recruitment in the area, ensuring the rights and interests of labor export participants. Request the Department to advise the Provincial People's Committee to issue regulations on the functions, tasks and responsibilities of sectors and local authorities in labor export management. Strengthen inspection, examination and timely handling of violations of units participating in labor export recruitment in the area....
