Nghe An concretizes the Foreign Investment Cooperation Strategy to 2030

According to the above document, the People's Committee of Nghe An province assigned the Department of Planning and Investment to coordinate withSoutheast Economic Zone Management Boardand relevant agencies based on the content of Decision 308/QD-TTg advise the Provincial People's Committee to direct and implement assigned tasks atAction plan to implement the Foreign Investment Cooperation Strategyin the province in a timely and effective manner; at the same time, assign relevant departments, branches, localities and units to coordinate with the Department of Planning and Investment in the implementation process.

Previously, according to Decision 308/QD-TTg, the Prime Minister approved the Action Plan, assigning ministries, branches, agencies under the Government, People's Committees of provinces and cities to deploy activities and tasks assigned in Resolution No. 58/ND-CP dated April 27, 2020 of the Government on implementing Resolution No. 50/NQ-TW dated August 20, 2019 of the Politburo on orientations for building national industrial development policies to 2030, with a vision to 2045; Decision No. 1851/QD-TTg dated December 27, 2018 of the Prime Minister approving the Project "Promoting technology transfer, mastery and development from abroad to Vietnam in priority sectors and fields for the period up to 2025 and orientation to 2030"...

In the document, the Prime Minister assigned ministries, ministerial-level agencies and People's Committees of provinces and cities to develop plans and organize the implementation of activities and tasks assigned in the Appendix issued with this Decision; promptly submit to competent authorities to issue, review, amend and supplement relevant legal documents to implement the Decision according to regulations. Annual implementation results at ministries, branches and localities on the implementation of this Decision shall be sent to the Ministry of Planning and Investment before October 30 every year.

According to the Appendix, the Prime Minister assigned specific tasks to ministries and branches to prepare and submit draft laws, projects, programs, action plans, draft management mechanisms, and support policies; and at the same time assigned the People's Committees at the provincial level to regularlyreview of slow-progressing projects, ineffectively implemented projects... to reclaim and create land funds to attract new investment projects with the need to shift production.

Also according to Decision 308/QD-TTg, the Prime Minister assigned the provinces to develop annual plans to improveProvincial Competitiveness Index PCI; regularly proactively build flexible investment support packages to attract large investment projects with spillover effects; regularly build local brands and images in investment promotion work in accordance with development planning and investment attraction strategies.
