Nghe An promotes the application of information technology in land management

The rate of processing applications for granting household land use right certificates reached 88.27%.

2020 is a special year for the registration sector,land use rights certificate, home ownership and other assets attached to land; surveying and mapping for site clearance, land allocation, land lease, etc.

In addition to the impact of the Covid-19 pandemic, in the early stages of the year, the merger of 21 district-level Land Use Registration Offices into the Provincial Land Registration Office also had confusion in coordination, including concerns arising among officials and civil servants. This led to many land-related documents existing in localities.

From that difficulty, the Provincial Land Registration Office has focused on stabilizing the organizational structure; advising the Provincial People's Committee to issue Decision No. 07/2020/QD-UBND dated April 6, 2020 on the regulations on coordination in handling a number of procedures for land registration, property attached to land, granting certificates of land use rights, house ownership rights and other property attached to land for households and individuals in Nghe An province.

Along with the drastic direction and removal of professional obstacles, the Office has established working groups directly in each locality to accompany and handle the issues with the branches.

Thanks to that, during the year, the Provincial Land Registration Office completed a large amount of work. Specifically, it resolved 3,792/3,947 records of organizations and units carrying out procedures for registration, granting certificates of land use rights, house ownership rights and other assets attached to land; registering changesland; registration of security measures..., reaching 96.07%.

Regarding the issuance of first-time land use right certificates, issuance, re-issuance, and registration of land changes for households and individuals; the Provincial Land Registration Office has completed and returned results for 175,940/199,320 received dossiers, reaching 88.27%.

In addition, the progress and quality of measurement, correction and supplementation of cadastral maps serveland allocation,Land leasing and certificate issuance were directed by the centralized office, reaching 82.84% of records.

Application of IT in land management

In addition to the positive results, the conference also frankly pointed out many shortcomings and limitations in the implementation of tasks. The whole province still has about 80 communes that have not completed the establishment of land records and the issuance of certificates after land consolidation and plot exchange.

The processing of applications for granting land use right certificates to households and individuals is still behind schedule, with the rate of overdue applications accounting for 1.3% of the total number of applications.

The quality of document processing of some branches has not met the requirements, is not strict, some documents are signed without proper authority, draft certificates still have errors and have to be returned many times...

The sense of responsibility and public ethics of officials and civil servants in some branches are being complained about by people, who have sent petitions to the provincial office.

Therefore, the task in 2021 set by the Provincial Land Registration Office is to focus on administrative reform, promote the application of IT in management, perform land registration tasks, and grant land use right certificates; raise the sense of responsibility and public ethics of officials and civil servants and resolutely handle violations.
