Nghe An: Innovating the supervisory activities of People's Councils at all levels.
(Baonghean) - Since the beginning of the term, People's Councils at all levels have strengthened innovation and improved the quality and effectiveness of their supervisory activities, focusing on issues related to the rights and interests of voters.
Oversight is one of the fundamental and important functions of the National Assembly and People's Councils. In addition to the oversight by the Standing Committee and the Committees of the People's Councils at all levels, as has been the case for a long time, the Law on Oversight Activities of the National Assembly and People's Councils of 2015, effective from July 1, 2016, now includes oversight activities by People's Councils at all levels.
Although the implementation process has been a process of learning and improvement, the practical results achieved by the Provincial People's Council and the People's Councils of districts, cities, and towns over the past period have been noteworthy.

For Vinh City, the area of supervision selected by the City People's Council is urban order management. This is an issue of great public concern and a policy that the City Party Committee, the City People's Committee, relevant agencies, and the governments of wards and communes have been focusing on directing.
To ensure effective supervision, in addition to establishing a core supervisory team, the Standing Committee of the City People's Council requires the People's Councils of wards and communes, each group, and the City People's Council representatives to participate in the supervision process.
City People's Council representatives in each ward and commune maintain daily monitoring logs to promptly identify shortcomings in urban order management in their areas and are responsible for reporting them to relevant authorities for handling; they also submit weekly monitoring logs to the Standing Committee of the City People's Council.
Vice Chairman of the Vinh City People's Council, Le Van Ngoc, shared: "With a supervisory approach that emphasizes the role of People's Council representatives, the Standing Committee of the City People's Council can understand whether the representatives are actively or inactively performing their duties in order to correct and enhance their responsibilities; at the same time, it can also identify which wards, communes, agencies, and units are weak in handling issues discovered and recommended by People's Council representatives."
Based on that, the Standing Committee of the City People's Council reports monthly to the Standing Committee of the City Party Committee on related issues, especially clarifying the causes, difficulties, and obstacles in addressing these issues, as well as the responsibilities of local authorities and relevant agencies.
Specifically, through the supervision of the City People's Council and based on practical experience, in early August, the Vinh City People's Committee established a Rapid Response Team to handle violations of urban order in the city.
Meanwhile, in Thanh Chuong district, during its thematic supervision activities, the District People's Council selected key and pressing issues related to the interests of the vast majority of the people. These included state management of land, natural resources and environment, and the issuance of land use right certificates in the district.
Accordingly, in addition to monitoring through reports from all 40 communes and towns, the District People's Council also conducted direct monitoring in 14 communes and towns, as well as the Department of Natural Resources and Environment and the Land Use Rights Registration Office.
Ms. Le Thi Hong Thiet, Vice Chairwoman of the Thanh Chuong District People's Council, stated that, based on the existing problems, limitations, and inadequacies identified, pointed out, and recommended by the District People's Council, the District People's Committee and specialized agencies have actively taken action to address them.
For example, regarding the handling of land belonging to organizations that had been subject to land reclamation decisions by the Provincial People's Committee in the town, after monitoring, the land was cleared and brought under management according to regulations. Similarly, environmental protection efforts in each locality have also seen many solutions and positive changes following monitoring.
At the provincial level, two monitoring activities were also conducted at the level of the Provincial People's Council, focusing on two major programs: the implementation of the National Target Program for Building New Rural Areas and the National Target Program for Sustainable Poverty Reduction.
Vice Chairman of the Provincial People's Council Hoang Viet Duong affirmed that the selection of topics for supervision by the People's Council focuses on prominent and key issues related to socio-economic development, national defense, and security, aiming to accurately assess the situation and, from there, propose and suggest many directions and solutions for all levels and sectors to continue leading and directing more effectively in the future.
For example, in monitoring the implementation of the sustainable poverty reduction program, the Provincial People's Council pointed out 9 shortcomings and limitations in the implementation of the National Target Program for Sustainable Poverty Reduction in the province.
Specifically, poverty reduction results are not sustainable, and the poverty rate in the province is higher than the national average. In some areas, the survey and assessment of poor and near-poor households lack objectivity and transparency.
Some Party committees and local authorities have not paid sufficient attention to poverty reduction and have not developed specific plans and roadmaps for poverty reduction. The development and replication of poverty reduction models remain limited...
Based on the monitoring results, the Provincial People's Council issued a Resolution on continuing to improve the effectiveness of the National Target Program for Sustainable Poverty Reduction at its 4th session in July 2017.
It outlines nine tasks and solutions aimed at strengthening the effectiveness and efficiency of the National Target Program for Sustainable Poverty Reduction in the province in the coming period.
